Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Culture and arts events reopen this month 23 performances, exhibitions to be held through end of the year Cultural and artistic events that have been held back in the aftermath of COVID-19 will be resuming this month. Jeju Island and the Jeju Foundation for Arts & Culture will provide opportunities for struggling cultural artists. In order to promote mutual growth with event organizing agencies, a plan is underway to support performances and exhibitions by 23 different art organizations with a budget of 550 million won from this month to the end of the year. All programs can be seen in-person by up to 50 people indoors and 100 people outdoors in accordance with Jeju’s quarantine measures.   • Public debate to be held on limits to national park zone expansion Participants need to submit applications to attend Jeju Island will conduct a public debate on the plan to reduce the expansion zones for national parks by half. The Jeju City Farmers' Center and the Seogwipo City Agricultural Technology Center will hold a residents’ briefing and public hearing on December 8th under the supervision of the Ministry of Environment. The participants need to submit applications to attend by December 4th. From the 23rd of this month to the 7th of next month, the two organizations will publicize the expansion plans of the national parks and accept suggestions from the public. The national parks were originally planned to be expanded to 610 square kilometers.   • Highly pathogenic AI antigen detected in Hado-ri, Jeju City Measures to limit movement of 800,000 animals in effect Antigens of highly pathogenic avian influenza were detected in a migratory bird sanctuary area in Hado-ri of Jeju City. Jeju Island announced on the 17th that an AI antigen was detected in wild bird feces collected from migratory birds in the Hado-ri area. The results of the pathogenicity test of the detected antigen was found to be H5N8-type highly pathogenic antigens. The province has restricted access to the site where feces were collected and have imposed movement restrictions on 800,000 animals in 27 poultry farms that are located within a 10 kilometer radius of the site. 4. 하도리서 AI 항원 검출…고병원성 여부 조사 제주시 구좌읍 하도리 철새도래지에서 조류인플루엔자 항원이 검출돼 방역당국이 고병원성 여부를 조사하고 있습니다. 제주도는 지난 17일 하도리 철새도래지에서 채취한 야생 조류 분변에서 H5형 AI 항원이 검출됐다고 밝혔습니다. 검출된 항원이 고병원성인지 여부는 25일 경 판정될 것으로 예상되고 있습니다. 제주도는 분변을 채취한 지점에 출입을 통제하고 반경 10km 안에 있는 가금농장 27곳, 약 80만 마리에 대한 이동 제한 조치를 내렸습니다.

The event organized by the Jeju World Natural Heritage Center and the Jeju National Museum invited experts to share up-to-date research achievements on the piece of literature as well as discuss the book’s cultural worth. Tamna Sullyeokdo (탐라순력도), which vividly depicts the social conditions on Jeju Island in the early 18th century, has been designated as a Cultural Property Treasure and is currently waiting to be promoted as a National Treasure by the Cultural Heritage Administration. 3.   • Artists and cultural organizations to receive relief funds Support amounts up to ￦500,000 per artist, ￦1M per organization Artists and cultural organizations on the island who are struggling in the aftermath of COVID-19 will receive disaster relief funds. Jeju Island announced their plans to offer relief funds to artists as well as specialized support plans for cultural and arts organizations. Applications can be submitted online on the provincial website until the 4th of next month. Artists with certificates of artistic activity along with cultural organizations that carried out more than two cultural performances within the past five years will be able to apply for the support funds. However, those who already received the government’s second emergency employment stability fund or the small business owners’ “New Hope Fund”, as well as artists who work for the public culture and arts institution are not eligible for support. The support will amount up to 500,000 won per artist and 1 million won per organization. The funds will be released by the end of December. 1. 예술인·문화단체 대상 코로나 재난지원금 지급 코로나19 여파로 어려움을 겪는 도내 예술인과 단체에게 재난지원금이 지급됩니다. 제주도는 예술인 긴급생계지원과 문화예술단체 특별지원계획을 발표하고 다음달 4일까지 도청 홈페이지를 통해 온라인 신청을 접수합니다. 지원 대상은 예술활동증명 확인서가 발급된 예술인과 최근 5년 이내 문화예술활동 실적 2건을 넘는 문화예술단체 등입니다. 다만 정부 2차 긴급고용안정지원금이나 소상공인 새희망자금 등을 받은 경우, 국.공립 문화예술기관에 재직하는 예술인은 지원 대상에서 제외됩니다. 지원 규모는 예술인 1명당 50만 원, 단체는 100만 원이며 다음달 말까지 지급될 예정입니다.

A씨는 그제(21) 서울지역 보건소로부터 확진자가 다녀간 시설의 같은 시간대 방문자로 확인돼 코로나 검사 안내를 받고 검사한 결과 양성으로 확인된 사례입니다. 제주도는 A씨를 음압병상에서 격리 치료하는 한편 도내 방문한 장소와 접촉자를 파악하기 위해 역학조사를 벌이고 있습니다. 경기지역 코로나19 확진자가 확진 전 제주 여행을 다녀간 것으로 파악돼 제주도가 역학조사를 벌이고 있습니다. 제주도에 따르면 A씨는 지난 15일부터 20일까지 5박 6일 일정으로 제주 여행을 한 뒤 오늘(22일) 오후 경기도 소재 보건소에서코로나19 확진 판정을 받았습니다.

  • The price of rice is rising nationwide as this year’s rice harvest resulted in a low yield. This lays an additional burden on households already hit hard by the pandemic. Mike Laidman reports. This restaurant in Jeju City features a very popular, and basic, food - rice in a hot stone bowl. This year, high vegetable prices have already taken their toll on restaurants, and now, rice prices are set to follow. And with consumption shrinking due to the pandemic, the owner cannot raise menu prices. A long rainy season and back-to-back typhoons this summer are the main contributors to a rice harvest that is well below where it should be. According to Statistics Korea, this year’s rice production is 3,507,000 tons. That's a 6.4 percent drop from last year’s number of 3,744,000 tons. That’s the lowest amount produced in 52 years, going all the way back to 1968. Now, rice prices are starting their inevitable climb. The wholesale price of a 20kg bag of rice was set at 55,700 won nationwide this year. That’s a 36 percent increase from the average year, where it sits at 40,800 won. As most of the rice consumed onar Jeju is imported from the mainland, local consumers have to pay additional transport and distribution costs. At retail markets in Jeju, a 20Kg bag is sold at between 57,000 and 62,000 won. That's a 20 to 30 percent increase compared with normal years. Distributors are also closely monitoring the increasing trend of rice price. Meanwhile, Seoul is planning to increase rice supply by releasing the rice reserved by the government for emergencies if the supply becomes insufficient. Mike Laidman, KCTV
