Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Report At this time of year, workers from the mainland and other countries used to enter the island to work at mandarin farms. The number of foreign workers coming to the island has dropped 33 percent, mainly due to COVID-19 entry restrictions. The province used to recruit mandarin pickers nationwide every year, but this year COVID-19 precautions have limited the scope to local recruitment. As farms are shorthanded, an increasing number of mandarin growers are signing sales contracts with wholesalers even as the fruit in the orchards remains unpicked. Mandarin growers have delayed harvest until late November due to the current plunge in prices. This means that farmers will be even more short-handed during the postponed harvest. To seek a solution, the province and the National Agricultural Cooperative Federation are accepting applications for paid workers. But farmers remain unconvinced, since most of the applicants are inexperienced in picking mandarins and other issues like transportation remain problematic. The two offices, on the other hand, are seeking volunteer mandarin picking teams to assign to farms cultivated by elderly farmers and farmers with disabilities. But the number of applicants is small. However, some local golf courses are still looking after their own interests. Joseph Kim reports. Report This is a public golf course in Seogwipo. It changed from a private one that offers membership into a public one last June to get the nation’s tax benefits. Public golf courses cannot sell golf memberships, but they can enjoy 100 percent cut in the individual excise tax and 90 percent cut in the property-holding tax. According to the Korea Leisure Industry Research Center, the tax benefits bring 38,000 won down at a green fee per golfer. However, a green fee at the public golf course hasn’t been adjusted. During the weekend, the green fee exceeds 200,000 won, the average green fee at private golf courses. Other golf courses that converted into public courses do the same practice. For the COVID-19, golf courses welcome more golfers as indoor sports are discouraged. The increasing demand brings up the price of green fees. This goes against the national government’s policy to lower the entry barriers of playing golf by lowering green fees. As local golf courses are looking after their own interest, exempted taxes don’t play a role in lowering the entry barriers to the outdoor sport. Joseph Kim, KCTV
