Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

On the other hand, they have reduced and saved current expenses of 12.8 billion won in policy projects, 22.2 billion won in local subsidies, and 17.9 billion won in consignment projects to public institutions. 4. 제주도, 내년 예산 5조 8천 억 편성… 70억 증가 제주특별자치도가 내년 예산으로 5조 8천 299억원을 편성해 제주도의회에 제출했습니다. 이같은 예산은 올해보다 70억원 증가한 것으로 지방채로 3천 525억원을 발행하기로 했습니다. 특히 사회복지분야에 일자리창출과 청년인재육성, 육아지원금, 아동수당, 장수수당 등 1조 3천억원으로 비율로는 22.9%, 역대 최대규모로 편성했습니다. 이 밖에도 버스 준공영제에 따른 재정지원 981억원, 지역화폐 발행과 운영에 175억원, 저상버스 도입 지원 42억원, 드론 특별자유화구역 조성사업 10억원을 책정했습니다. 반면 정책사업 내 경상경비 128억원과 지방보조금 222억원, 공기관 등에 대한 위탁사업비 179억원을 절감 편성했습니다.

They are both residents of Jeju Island. The province is tracing their routes by analyzing CCTV footage and credit card usage histories. 제주지역에서 63번째 코로나19 확진자가 발생했습니다. 제주특별자치도는 어제 오후 충남지역 확진자와의 접촉자로 분류된 A씨에 대한 코로나19 검사결과 최종 양성판정으로 나왔다고 밝혔습니다. 충남지역 확진자와 제주 63번째 확진자 모두 제주도민입니다. 제주도는 이들의 동선을 파악하기 위해 CCTV와 신용카드 사용 내역 등을 분석하고 있습니다.

  • Some of us dream of owning our own businesses. But it requires funds and courage. A start-up company is running programs for people who hope to open a cafe. Participants can have hands-on learning by actually running a coffee shop business as part of their preparations. Mike Laidman reports. At this coffee shop in (남원읍) Namwon-eup, Seogwipo, customers enter and order their drinks - much like in any other cafe. The owner takes the order and carefully brews the coffee. This coffee shop provides a special program - allowing prospective cafe owners the chance to run it. For a fee, those interested can be the temporary owner of this coffee shop for two weeks. With all the necessary supplies and equipment on-hand, as well as the possibility to participate in training sessions, even those without any professional knowledge or experience can join in. Some join simply out of curiosity. Others bring a seriousness and concentration reserved for those actually wishing to open their own shop. These business trial programs started in Jeju in May. Those interested can join in for about one percent of the initial outlay of opening a coffee shop, and even take home some of the profits. With the programs receiving a good response, there are plans for them to expand to include other types of businesses, such as restaurants. Thus far the programs have met with a very positive response, and if people can open potentially fewer, but smarter, businesses, then both the entrepreneurs and customers win in the end.   • Province to release ‘Jeju Safety Code’ application New entry logging system to be launched next week The provincial government will launch the Jeju Safety Code, an electronic entry and exit application using blockchain technology. Unlike the existing electronic entry system, the Jeju Safety Code features increased convenience for operators and users by allowing them to simply scan a QR code attached to the business establishment. The province said that the application has been submitted for review to the Google and Apple platforms but has yet to receive an approval, which is expected to be released sometime next week. In particular, all the collected data on the individual identification information and visit histories, such as names and phone numbers, are encrypted so that only designated epidemiologists will be able to access them.   • 2 COVID patients confirmed Patients travelled to Jeju together from mainland Two COVID-19 patients have been confirmed over the last 2 days in Jeju. The 61st and 62nd patients were tourists from the Seoul metropolitan area who were travelling Jeju together. The Jeju provincial government confirmed that patient no.61, who was diagnosed on the 11th, had symptoms related to COVID-19 prior to entering Jeju on the 10th. The quarantine authorities have moved the patient to a negative pressure room at Jeju National University Hospital. The government plans to review whether reimbursement claims can be made to the patient as soon as the epidemiological investigation is complete. Patient no.62 was tested on the 11th at the Jeju Public Health Center after it was confirmed that they were a contact of patient no.61. The patient was moved to a negative pressure room at the Jeju Medical Center after being tested positive on the 12th.   • Another Wind Turbine Catches Fire
  • An offshore wind turbine in (한경면) Hangyeong-myeon, Jeju City has caught on fire. With the help of firefighting helicopters, the fire was suppressed in three and a half hours. This is the fourth case of a wind turbine fire in Jeju, and the first offshore wind turbine to catch fire. Todd Thacker reports. Flames pour from an offshore wind turbine. The prevailing wind directs the fire to the blades. This blaze broke out around 4 a.m. last Sunday (Nov. 8) at an array of offshore wind turbines at (두모리) Dumo-ri, (한경면) Hangyeong-myeon. The Coast Guard’s rescue craft and a 500-ton Guard vessel were mobilized to put out the fire. However, it proved difficult to approach the 80-meter-high turbine. Fire helicopters and support aircraft from the Korea Forest Service were urgently deployed. They managed to extinguish the blaze in about three and a half hours. The wind farm operator said that the generator suddenly stopped just before the fire. Provincial officials and the operator will dismantle the burnt-out turbine this week at the earliest. The now disabled turbine is part of the island’s first offshore wind farm which began operating in 2017. Each of the 10 wind turbines can supply 3 megawatts of power daily, enough for 2,500 homes. After the province and the wind farm operator disassemble the wind turbine, experts will pour over the damage to identify the cause of the fire. To date, there have been four separate wind turbine fires on Jeju, though this is the first offshore installation to go up in smoke. Todd Thacker, KCTV
