Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • The island’s cattle market reopens after being closed for three months out of fear of COVID-19. For those joining the auctions, a face mask, protective clothing, and shoe covers are mandatory. Mike Laidman reports. At this cattle market in (한림읍) Hallim-eup, Jeju City, calves in pens wait to be auctioned off. All the ranchers and auctioneers wear protective clothing, for this is the first time in three months that the local cattle market has been opened after being closed to prevent the spread of COVID-19. Ranchers, like so many others, have been experiencing an economic slump with transactions having been suspended over the past three months. In turn, management expenses and costs for feeding and raising livestock with nowhere to go have soared. It was due to this that the auction house has reopened, which will help ranchers get back on their feet and get their animals back on the market. T2 All those who want to join in on the auction are required to wear protective clothing, shoe covers, and have their temperature taken when they enter. With the auction opening approaching, the sellers get busy, and soon, calves are being auctioned off one by one. About 60 calves are up for auction, which, while only two-thirds of the normal number, are priced 300,000 won higher than last year. And just like that, the reopening of the cattle auction is already reinvigorating the struggling local cattle market and bringing a few smiles to struggling ranchers the island over.   • 6. 1 year extension for use of chartered buses Up to maximum of 13 years The service period for chartered buses operating in Jeju will be extended by one year. The Jeju Transportation Committee reviewed and voted on the agenda to extend the vehicle age of chartered buses from 12 years to 13 years. The Transport Commission made the decision in consideration of the fact that the average annual mileage of chartered buses in the province was 30,000 km. This is 70,000 km shorter than buses of other regions. In addition, many other provinces have also extended the lifespan of chartered buses. It is estimated that each bus will save 12 million won as the life span of the bus is extended by 1 year. 6. 전세버스 사용 연한 1년 연장…최대 13년 제주지역에서 운행 중인 전세버스의 사용 연한이 1년 연장됩니다. 제주도 교통위원회는 전세버스 차령을 기존 12년에서 13년으로 연장하는 안건을 심의해 의결했습니다. 교통위원회는 도내 전세버스의 연평균 주행거리가 3만 km로 다른지역 10만 km보다 짧고 다른 시도에서 차령을 연장하는 점을 고려해 이 같이 결정했다고 밝혔습니다. 한편 차령이 1년 연장됨에 따라 버스 1대당 1천 200만 원이 절감될 것으로 추산됐습니다.

Jeju local court: 'JDC’s previous land negotiations invalid' The court ordered to transfer land ownership A ruling was issued regarding the Yerae recreational resort complex saying that the expropriation of land as well as the previous consensual sale of the land is invalid. (장창국) Jang Chang-guk, a senior judge in the Jeju district court's civil affairs department, ruled in favor of the plaintiffs in an ownership transfer registration lawsuit filed against the JDC construction company. The lawsuit was filed by two landlords, including the former owner of the original Yerae complex land. The court ordered that the defendant, JDC, receive the purchase amount from the landowners and complete the reverse transfer of land ownership. The court explained that the JDC's land ownership was invalid, as the company had previously gained ownership on the basis of the Yerae resort complex project, which is now void and no longer valid. 4. 제주지법, "예래단지 토지 협의매매도 무효" 예래휴양형주거단지 조성사업과 관련해 토지 수용에 이어 협의 매매도 무효라는 판결이 나왔습니다. 제주지방법원 민사3단독 장창국 부장판사는 예래단지 원 토지주인 이 모씨 등 2명이 JDC를 상대로 제기한 소유권이전등기 소송에서 원고 승소 판결을 내렸습니다. 그러면서 피고인 JDC는 원고들에게 토지 매매대금을 받음과 동시에 소유권이전등기절차를 이행할 것을 주문했습니다. 재판부는 이 사업의 인가처분이 당연 무효이므로 JDC가 그 인가처분에 기초를 두고 토지 소유권을 취득한 것은 협의취득 권한 없는 자의 법률행위이기 때문에 무효라며 원상회복해야 한다고 판결 이유를 설명했습니다.

In the first quarter of this year, Jeju’s service sector production and retail sales plunged 10.3 percent and 14.8 percent, respectively. These are the only double-digit drops throughout the country. The national average rate of decline is 1.1% for service industry production and 2.9% for retail sales. The province's lodging and restaurant sectors showed the biggest drop, falling by 23.8% compared to the previous year. Additional funding proposal submitted for COVID-19 emergency relief funding 4% increase from original budget Jeju Province has organized a revised supplementary proposal for COVID-19 emergency support funding. The new funding total is approximately 6.05 trillion KRW and has been submitted to the Jeju Provincial Council for review. The additional budget is a 4 percent, or 230 billion won increase from the original provincial budget. It is covered mainly by national subsidies as well as Jeju province’s Financial Stability Fund. 184.1 billion won has been set aside for emergency funding at the national level and 46.8 billion won from the Jeju province emergency support fund for families with 4 members or more. The proposed supplementary budget plan will be reviewed at the Jeju Provincial Council's special session starting this week. 2. '코로나19 긴급생계 지원' 추경안 도의회 제출 제주특별자치도가 코로나19 긴급 생계지원을 위한 6조 530억원 규모의 추경안을 편성해 제주도의회에 제출했습니다. 이번 추경안은 5 trillion 823 Billion 본 예산 대비 4%인 2천 300억원 증가한 것으로 국고보조금과 재정안정화기금으로 충당됐습니다. 특히 정부 차원의 긴급재난지원금으로 1천 841억원이, 제주형 재난긴급생활지원금 2차분으로 4인가구 이상 100만원 지급을 골자로 한 468억원이 편성됐습니다. 이번에 제출된 추가경정 예산안은 이번주부터 열리는 제주도의회 임시회에서 처리될 예정입니다.

The patient is a female in her thirties who visited a club in Itaewon, Seoul on the 5th. She is working as a skin care specialist at a clinic in Jeju City. She came in direct contact with 127 people while working for three days from the 7th until the 9th. There is a growing concern of community infection from COVID-19. The Jeju provincial government gave everyone who came in contact with the patient an order to self-quarantine and is monitoring for suspicious symptoms by phone. The province is asking that islanders who have a similar movement history as the patient or have visited a club in Itaewon between April 29th and May 5th to report voluntarily to the nearest health center. 이태원 클럽 발 확진자 제주에도…지역 감염 우려 코로나19 청정지역 선포 하루 만인 지난 9일 제주지역에서 신규 확진자가 발생했습니다. 제주지역 14번째 코로나 확진자는 30대 여성으로 지난 5일 서울 이태원 클럽을 방문했던 것으로 전해졌습니다. 이 여성은 제주시내 한 병원에서 피부관리사로 근무하고 있는데 확진판정을 받기 전인 지난 7일부터 3일간 고객 127명과 직접 접촉을 했던 것으로 알려지면서 지역감염 우려가 커지고 있습니다. 제주도는 이들에 대해 자가격리 통보를 하는 한편 전화문진을 통해 의심 증상 여부를 확인하고 있습니다. 제주도는 확진자와 동선이 일치하거나 지난달 29일부터 이달 6일 사이 이태원 클럽을 방문한 도민은 인근 보건소에 자진 신고해줄 것을 당부했습니다.

  • The April 3rd Trauma Center has opened in an effort to both mentally and physically heal victims and their families of the April 3rd Incident. The center will provide psychotherapy and rehabilitation programs for them. Joseph Kim reports. Thousands of islanders were arrested and sentenced to years in prison on the trumped-up charge during the April 3rd Incident without a proper trial seven decades ago. Some of them applied for retrials, and had their names cleared by a court in 70 years. Without healing from the trauma, the victims have died or are old and weak. About 18,000 victims including people who become disabled after experiencing the traumatic event, their relatives are suffering unspeakable pain. The April 3rd Trauma Center has opened for the victims. As the nation’s first trauma center in (광주) Gwangju for victims of the May 18 (광주) Gwangju Democratic Movement, it also provides psychotherapy, art therapy and rehabilitation programs.
