Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The government is pushing for the enactment of a bill titled the Jeju Island Ordinance on the Prevention and Resolution of Public Conflicts. The main contents stipulate the Governor's responsibility for resolving public conflicts and include that conflict impact analysis should be conducted on public policies where conflict is expected. In particular, the category of public policy includes public institutions established by Jeju Island, investment and invested institution policies, as well as national state-run projects that require Jeju Island's licensing and approval. The other case was confirmed as secondary cases of contact with confirmed patients. During this process, Jeju Island also filed a civil claim for damages against a mother and daughter from Gangnam who took a trip to Jeju even though they had symptoms in March. There have been no confirmed cases during the recent golden holiday period, which saw 196,000 tourists flocking to Jeju over the past 7 days.   • Schools which have been closed due to the fear of the spread of COVID-19 will reopen in stages starting Wednesday of next week. High school seniors will return to school on May 13, while other grades will gradually return to school in the following weeks. Meanwhile, elementary and middle schools with 60 students or fewer are allowed to accept students beginning May 13. Todd Thacker reports. The Ministry of Education has announced plans to reopen schools beginning next week. The new school year was postponed by more than two months in a precautionary measure against COVID-19. High school seniors who will take the college entrance examinations at the end of this year will return to school first on May 13th, while other grades will gradually return to school in the following weeks. Those in grades 11, 9, 1 and 2 will return to school on May 20th. Grades 10, 8, 3 and 4 will return to school on May 27. Middle school students in grade 7 and elementary school students in grades 5 and 6 will return on June 1. Those in higher grades of middle and high school and the lower grades of elementary school will return first. The objective is to reduce parents’ burden of taking care of their young children at home. Problems experienced while participation in tele-classes by the children have also been taken into consideration. In Jeju, there are 20 of these small schools, including 13 elementary schools and 7 middle schools. The island says that it’s necessary to maintain high-intensity distancing for the next two weeks as more than 200,000 tourists visited Jeju during the holiday period that ran from the 30th to the 5th of this month. The government is planning to maintain the current high-intensity social distancing policies until the 19th and implement the government's everyday life quarantine system after reassessing the updated situation in two weeks. 2.
