Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

All private businesses, including small business owners and the self-employed, will be eligible for the support. The regular road occupancy fee will be reduced by 25 percent for three months. Those who have already paid the road occupancy fee are able get the money refunded to their account. Around 4,800 businesses are subject to road occupancy fee reduction in the province amounting to a total of 2.45 billion won and 610 million won is expected to be refunded with this exemption. 3. 코로나 피해 소상공인 '도로점용료' 감면 제주도가 코로나19 여파로 어려움을 겪고 있는 민간 사업자에게 도로점용료를 감면해줍니다. 지원 대상은 소상공인과 자영업자 등 모든 민간사업자이며 올해 정기분 도로점용료 3개월분에서 25%가 감면됩니다. 도로점용료를 이미 납부한 경우에는 환급 계좌로 돌려받을 수 있습니다. 도내 도로점용료 부과 대상은 4천 800여 건에 24억 5천여 만 원으로, 이번 감면 혜택으로 6억 1천여 만 원이 환급될 예정입니다.

A plan to form a province-wide organization for the revision of the special law is pushing ahead. The Jeju Provincial Council's 4.3 Incident Special Committee, the provincial government, the Jeju Provincial Office of Education, the 4.3 Bereaved Family Committee, and the 4.3 Peace Foundation held a forum in the Jeju Provincial Council's conference room on the 14th. The group stressed that the district should take the lead to revise the special law by actively raising their voice, instead of relying on the national government and the National Assembly. They agreed to form a province-wide organization to revise the special law, which includes the ruling and opposition parties, 4.3 organizations, and civic groups.   • Applications for Relief Fund Being Accepted
  • Applications for the COVID-19 national relief funding are being accepted. Todd Thacker will give us information on how to apply and how to receive the money. From May 11th, applications for payments from the national disaster relief fund have begun being accepted. Beneficiaries can choose from two types of payment. The nationwide payments will be given out in the form of credit or debit card points or locally issued vouchers or prepaid cards. Applications can now be submitted on the websites of credit and debit card companies. Offline applications begin at community centers or banks from next Monday, May 18th. A window will pop up on the website of card companies with instructions for the funding application. A head of household can apply for the funds after logging into the website with his or her official online ID certificate. Two or three days after they apply, an individual message will be sent to an applicant from a card company regarding the amount and date the funds will be issued. For offline applications made at a bank, an ID card is required and the head of the household must appear in person. In the case of Jeju province, which does not have a locally issued voucher, residents must select prepaid cards if credit or debit card points are not preferred. Prepaid cards will be issued at community centers from next Monday, May 18th. Unlike the option of credit or debit card points, prepaid cards can be issued to a member of the household if that individual presents the ID of the head of the household and a letter allocating power of attorney. To prevent a rush of applications overloading the system, authorities are using a 5-day rotation system based on the last digit of the applicant's birth year. The relief funds can be used in the same way as the Child Care Coupons. These are temporarily issued by the Ministry of Health and Welfare to help decrease the burden of child care costs and to boost the local economy badly impacted by the COVID-19 pandemic. The funds cannot be used to pay one's taxes, transportation or communication expenses. Restrictions also apply at certain businesses including large retailers like Lotte Mart, E-Mart, stores specializing in home appliances, and online shopping malls and entertainment venues like bars and clubs. The volunteer work hours are reflected in the high school admission process. The Provincial Office of Education presented the plan for the high school admission process. The plan stipulates that to get the full six marks out of six in volunteer work, students need to fill 12 hours this year. This is eight hours less compared to last year's admission process. This revised admission process plan also applies to year 7 and 8 students. 고입 학생봉사활동 12시간 한시적 단축 코로나19로 등교 개학이 늦어지면서 고등학교 입학 전형에 반영되는 학생 봉사활동 시간이 한시적으로 단축됩니다. 제주도교육청은 이 같은 내용을 담은 2021학년도 제주도 고등학교 입학전형 기본계획을 발표했습니다. 이에 따라 올해 6점 만점을 받으려면 봉사활동을 연간 20시간을 채워야 했지만 12시간으로 조정됐습니다. 이번 변경된 고입 전형은 현재 중학교 3학년 뿐만 아니라 1학년과 2학년 학생도 똑같이 적용됩니다.

Recently, duty-free business in Jeju Shinhwa World was closed and the patent license was also returned. Thus, JTO thinks that it would be difficult for the Jeju Port to operate alone. Jeju Island and the Ministry of Maritime Affairs and Fisheries said that selling the properties would be possible. Thus, JTO is considering selling licenses or leasing them to large companies. The duty-free shop at Jeju Port was created in 2017 at a cost of 9.9 billion won at the time, but it failed to open for three years as cruise trips were cut off due to China's retaliation against THAAD. 2. 제주관광공사, 제주항 면세점 매각 검토 제주관광공사가 제주항 국제여객터미널 출국장 면세점 건물 매각을 검토하고 있습니다. 최근 시내면세점 사업을 철수하면서 면세점 특허 면허를 반납한 가운데 제주항 역시 운영이 어려울 것으로 판단한데에 따른 것입니다. 최근 제주도와 해양수산부에 제주항 면세점 매각 가능성을 문의한 결과 가능하다는 답변을 받은 만큼 무상 사용권 매각이나 대기업 임대 방안을 검토하고 있습니다. 지난 2017년 조성된 제주항 면세점은 당시 99억 원의 공사비가 투입됐지만, 중국의 사드 보복으로 크루즈가 끊기면서 3년 동안 개장조차 못했습니다.
