Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The province has made a decision to control the supply of the fish by removing it temporarily from the market. Mike Laidman reports. [slug] 200 tons of flatfish to be bought by province at 359 flatfish farms The province is going to purchase 200 tons of the fish of about 500 grams from 359 fish farms by the end of this year. [slug] Purchase of 300 tons early 2019 proves not to enough The National Federation of Fisheries Cooperatives bought 300 tons of the fish early this year. But the purchase proves not to be enough for supply control. An official says that the purchase is made by the provincial office for the first time, and expects the measure to help control supply control. Citizens aged in their 70s had the largest number of applications with 2,700, followed by those in their 40s and 50s, and the applications of those under 10 years of age reached 1,000. By region, Jeju City accounts for 62 percent of the total applications, with 21 percent from Seogwipo City and 17 percent from outlying residents.   • 4. 6 new schools designated as specialized autonomous schools Dahondi program will be implemented until 2024 Six schools have been designated as Dahondi (다혼디) learning schools, a type of autonomous school unique to Jeju Island. The six schools that the Jeju Provincial Office of Education has named include Gama (가마), Daeheul (대흘), Yeongpyeong (영평), Hado (하도), Hawon, and Hancheon (한천) Elementary Schools, which will serve as Dahondi Learning Schools for a term of four years that will end in 2024. Small-scale schools in townships and original city center schools are normally designated as Dahondi learning schools to ease regional gaps, however this year, Yeongpyeong Elementary, a medium-sized school in the area, was also included in the selection. A specialized curriculum based on the Jeju Special Act will be applied to Dahondi Learning Schools, and financial budget, staff training, and administrative personnel will be provided to the target schools. 4.   • The U.N. Food and Agriculture Organization (FAO) included the terraced rice paddies in (완도) Wando and the stone fences of Jeju called “batdam”, on its list of Globally Important Agricultural Heritage Systems in 2014. Wando has made efforts to preserve their traditional agricultural system. Meanwhile, Jeju has yet to make concerted efforts to preserve its own traditional stone walls. Mike Balfour reports. On (청산도) Cheongsando Island in (완도) Wando, South (전라) Jeolla Province, terraced rice paddies or (구들장논) Gudeuljangnon are found. Farmers place flat and shallow stones on a layer of gravel, which lets the water flow through. [slug] Terraced rice paddy on Cheongsando Island shows traditional farming knowledge Other kinds of crops can be grown at lower parts of the rice paddy structure as water flows through. [slug] Terraced rice paddy and stone fence on list of GIAHS In 2014, the U.N. Food and Agriculture Organization (FAO) included the terraced rice paddies on its list of Globally Important Agricultural Heritage Systems along with Jeju’s stone fences, known as batdam. As populations in rural areas decrease and the remaining farmers become aged, these two heritage systems are being threatened. [slug] Terraced Rice Paddy Conservation Council joined by 17 area residents To preserve the heritage, a Terraced Rice Paddy Conservation Council has been founded. The council is small but all 17 members are making efforts to keep the heritage alive. [slug] Support cultivation on terraced rice paddies One of its preservation efforts is a farming support program designed to support cultivation on the terraced rice paddies. If a urbanite joins the program by paying annual membership fees, crops harvested at the rice paddies are delivered to the member. Jeju City to install emergency alarms in civil service offices New CCTV and telephone recording systems will also heighten safety The Jeju City government has installed emergency alarms in the main civil service offices as well as local offices in 26 townships to ensure a safe working environment for civil servants. The alarm bell can be activated in an emergency situation, which will automatically notify the district police. The new system will dispatch police officers to the scene within 5 minutes of the alarm.
