Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Professor (김태일) Kim Tae-il from the Architectural Engineering Department of Jeju National University leads the tour and explains the history and culture of the vanishing area. This is the Jeju Fortress that protected the Jeju people from Japanese invaders. They built stairs and a Shinto shrine into the fortress site, forcing the Jeju people to worship there. Some other old buildings which don’t receive any attention have artistic value. This is the (동문) Dongmun Traditional Market, the island’s first modern market, built in 1962. The building takes the shape of a big ship, heading out to sea.   • Mobile tourist information center hits the road Van will make stops at major tourist sites, event venues The provincial government and the provincial tourism association have started service of a mobile tourist information center. The van was designed to make stops at the island’s main tourist attractions and event venues. It will offer tourists information on local travel and provide interpretation services.   • New rules in Jeju City for residential developers Stricter oversight aims to minimize number of unsold homes The Korea Housing and Urban Guarantee Corporation has designated Jeju City as a housing control region. More than 1,000 residential units on the island remain unsold. In a bid to minimize the number of vacant homes, the housing corporation drew up a list of 23 regions across the country that will now be subject to stricter oversight. Developers need to submit their plans to officials when purchasing land for residential development. Officials will review the project to ensure there’s a good chance the homes will be sold. The rules will be in effect in Jeju City from January 31st to March 31st. 제주시 '미분양 관리지역' 신규 지정 제주도내 미분양 주택이 1천세대를 넘은 가운데 제주시가 미분양 관리지역으로 지정됐습니다. 주택도시보증공사는 오늘(29일) 제주시를 포함한 전국 미분양 관리지역 23개 지역을 선정해 발표했습니다. 제주시는 특히 미분양 증가 등의 사유로 '미분양 우려' 지역으로 분류됐으며 기간은 내년 1월 31일부터 3월 31일까지 입니다. 미분양 관리지역으로 지정되면 주택 공급을 목적으로 사업부지를 매입할 때 분양보증 예비심사를 받아야 합니다.

  • Transport ministry to review site feasibility study for 2nd airport Will soon begin accepting bids for work The transport ministry officially announced last Thursday that it would review a site feasibility study for the island’s second airport as well as begin drawing up basic plans for the facility. The work must be done within 11 months of the announcement. The ministry plans to soon give public notice that it is accepting bids for the project. The institute selected for the research will assess the data and analysis used to evaluate the site for the airport.   • ‘Profound regret’ that base opponents not pardoned Governor urges Seoul to pardon Gangjeong residents as soon as possible The governor has expressed his “profound regret” that the national government did not grant pardons to Gangjeong residents who opposed the construction of a navy base in their community. Won Hee-ryong urged the Moon Jae-in administration to pardon them as soon as possible. The governor acknowledged that trials are ongoing for some of the people involved, and so further review of their cases is warranted. He vowed to do everything in his power to ensure Gangjeong residents are eventually pardoned, so as to heal the divisions in the community.   • Navy base opponents excluded from pardon list Trials still underway for dozens of Gangjeong residents In what was a shock to many, the Moon Jae-in administration did not include Gangjeong base opponents among the list of people it pardoned. The national government on Friday granted pardons to over 64-hundred people, including those involved in a brutal crackdown on evictees in a Seoul redevelopment district. 463 Gangjeong residents who had received varying degrees of punishment for their actions in opposition to the construction of a navy base in their community did not make the cut. Neither did opponents to the Milyang transmission tower on the mainland.   • It’s the weekend again, and that means Film Focus. Here’s Mike Laidman with what’s new in local theaters. [Report] The end of the year, particularly the time between Christmas and New Year’s, often means a pretty slow time for new movies in theatres. This year is much the same as always, with only one new wide release in Korea. We’ll be looking to next week, yes, the first week of the new year, in order to find our second movie. Opening this week is Wonder, based on the new York-times bestseller of the same name, which is sure to tug at your heartstrings. And then, looking ahead to next week, is the animated romp Ferdinand, looking to take you for a wild ride. [Slug CG] Mike Laidman Welcome to another edition of Film Focus. I’m Mike Laidman. [Slug CG] Wonder (2017, Stephen Chbosky) A boy with facial differences starts at a new school. Wonder tells the incredibly inspiring and heartwarming story of August Pullman. Born with facial differences that, up until now, have prevented him from going to a mainstream school, Auggie becomes the most unlikely of heroes when he enters grade five at a local school. As his family, his new classmates, and the larger community all struggle to discover their compassion and acceptance, Auggie's extraordinary journey will unite them all and prove you can't blend in when you were born to stand out. Heartwarming stuff, for sure, but does it earn it? Or is it just another attempt to feed audiences candy-coated melodrama and then send them on their way? Luckily, Wonder lives up to its name, and features strong performances, especially from young Jacob Tremblay as Auggie, and a charismatic, warm and positive lesson about friendship, family ties, and the search for personal acceptance. [Slug CG] Ferdinand (2017, Carlos Saldanha) A warm-hearted bull is mistakenly taken from his home. Opening next week is Ferdinand, the story of a giant bull with a big heart, and based off a classic tale originally published over 80 years ago. After being mistaken for a dangerous beast, he is captured and torn from his home in Spain. Determined to return to his family, he rallies a misfit team on the ultimate adventure. It’s hard these days for an animated children’s movie to really stand out from the crowd, what with the consistency of Pixar’s offerings, but Blue Sky Studios has had a string of hits,as well, and it looks like Ferdinand will be another. John Cena, in the title role, is wonderful,and the rest of the cast that fill out this bright, funny, yet slightly overlong, do all their jobs to a ‘T.’ At its best when it focuses on its main character, Ferdinand is the kind of animated movie that isn’t going to go down in history like Toy Story or Frozen, but it’s a perfectly fun way to while away a lazy afternoon.

  • Province to select Jeju’s top 10 underwater sites \150m being spent in 2018 to survey multiple locations The provincial government will develop the island’s underwater attractions. It is spending 150 million won in 2018 to survey underwater caves and columnar joints as well as seabed craters and colonies of soft coral. A committee will review and select the top ten locations by next December. The government will then develop them into local tour attractions and packages. 제주도, 수중 비경 10선 선정 추진 제주특별자치도가 수중 관광상품을 개발합니다. 이를 위해 내년에 1억 5천만 원을 투입해 바다 동굴과 주상절리, 해저 분화구, 연산호 군락 등을 대상으로 해양 탐방조사를 진행합니다. 이후 위원회 심의를 거쳐 내년 12월쯤 제주 수중 비경 10선을 선정해 관광상품으로 활용할 계획입니다.
