Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • UNESCO meeting in Jeju December 4-9 Committee for the Safeguarding of Intangible Cultural Heritage A UNESCO meeting begins Monday in Jeju. The 12th session of the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage is from December fourth through the ninth at the International Convention Center. Representatives from 175 member countries, the UNESCO executive office, and NGOs will be among the expected 1,000 participants. Committee members will discuss a number of issues important to the preservation of so-called “living heritage” around the world. They will also make decisions on proposed additions to the lists of intangible heritage. This is the fourth time the committee has convened in Asia. 유네스코 무형유산위원회 다음달 제주서 열려 제12차 유네스코 무형유산위원회가 다음달 4일 제주국제컨벤션센터에서 개막해 9일까지 열립니다. 이번 회의에는 175개 협약국 대표단과 유네스코 사무국, NGO 관계자 등 1천여 명이 참가합니다. 이들은 지난 2003년 채택된 유네스코 무형문화유산보호협약의 이행을 촉구하고 보존 가치가 있는 유산의 등재 여부를 결정하게 됩니다. 무형유산위원회 회의가 아시아에서 열리는 것은 이번이 네번째 입니다.

  • Local firms predict tougher times in December Business survey index tumbles in November Jeju’s business climate lost a bit of its luster in November. The Jeju branch of the Bank of Korea surveyed 218 local firms. The November business survey index came in at 75, down four percentage points from October. It is also five points lower than the national average. That means local firms expect business in December to be slightly worse. At the top of the list of problems they reported was trouble finding enough workers. They also cited rising labor costs, weak domestic demand, and fierce competition. 이달 제주지역 기업경기 '위축' 이달들어 제주지역 기업경기가 위축되고 있습니다. 한국은행 제주본부가 도내 218개 업체를 대상으로 기업경기실사지수를 조사한 결과 이달 업황지수는 지난달보다 4p 하락한 75로 전국평균보다 5p 낮았습니다. 기업들은 경영애로로 인력난과 인건비 상승, 내수부진, 경쟁심화 순으로 꼽았고 다음달 기업경기도 다소 악화될 것으로 전망했습니다.

  • Fewer students involved with field placement programs 72 of 370 students back in classroom In related news, an increasing number of high school students who had been involved in field placement programs are heading back to the classroom. According to the provincial office of education, 72 of 370 students who were working at area companies as part of their education have returned to school since Lee Min-ho was killed in an accident while taking part in the program. That’s about 25 percent more than last year. Some of them returned of their own volition, but in other cases it was the company that decided to stop the program. 실습생 사망사고 후 학교 복귀생 급증 고 이민호군 실습 사망사고 이후 현장실습에서 학교로 되돌아 온 학생이 급증하고 있습니다. 제주도교육청에 따르면 최근 실습생 사고 후 학교로 복귀한 학생은 전체 실습생 370여명 가운데 72명에 이르고 있습니다. 이같은 복귀학생수는 예년보다 20~30% 가량 늘어난 것입니다. 특히 실습생 스스로 학교로의 복귀를 희망하는 경우도 있지만 실습 업체에서 학생들을 대상으로 한 실습 중단 요청도 잇따르고 있습니다.

At a Wednesday press briefing from the provincial education office, Lee Seok-mun said he fully recognizes his responsibility for the accident and he offered his sincere apology for the tragedy. He added that his office is investigating the conditions of all field placement programs used by the island’s specialized high schools. Mr. Lee also said that students are now free to stay at school rather than go out for the program, if they so wish. Finally, the superintendent said the office will release stricter guidelines for the programs next year. The new rules will go into effect in 2020. "사망사고 책임 통감, 실습현장 전수조사" 이석문 제주도교육감이 현장실습 도중 숨진 이 이민호군의 사망사고와 관련해 공식 사과 입장을 밝혔습니다. 이 교육감은 오늘(29일) 제주도교육청에서 기자회견을 갖고 고 이민호군 숨진 사건에 대해 교육감으로서 매우 막중한 책임을 통감하며 진심으로 사과를 드린다고 말했습니다. 이 교육감은 교육청 차원에서 특성화고 현장실습 실태에 대한 전수 조사를 진행중이고 학생이 원할 경우 학교로 돌아올 수 있도록 조치했다고 덧붙였습니다. 이와 함께 오는 2020년 시행예정이던 강화된 현장실습 관리 지침를 내년부터 제주에서 전면 도입하겠다고 강조했습니다.

The Jeju Haenyeo Museum in Hado-ri, Gujwa-eup, Jeju City, is an excellent resource for the public to learn more about the history, traditions and future of Jeju’s diving women. [Slug CG] Haenyeo embody the spirit of Jeju women Apart from the haenyeo traditionally taking on a central role in the social and economic elements of island life, they also represent a unique culture of independence. In an otherwise male-dominated society, Jeju women were leaders of their communities and were famous for their hard work and overcoming adversity. [Slug CG] Includes 4 exhibition halls, theater, exhibition area All this is explained in the museum’s four well-designed, detailed exhibition halls. The museum also houses a theater, a rest area, and an outdoor exhibition area. A cultural center located on the grounds offers various educational programs, activities, and performances. [Slug CG] Haenyeo traditions in danger of being lost One issue that endangers the future of the haenyeo is that it is very difficult and dangerous working in the ocean. The average age of the Jeju haenyeo is now over 60, and few younger women are entering the field.   • September was big month in fishing industry Catch up 45% compared to year before Jeju fishermen had a good month in September. According to the Honam Regional Statistics Office, they hauled in over 10,900 tons of fish. That’s 45 percent more than in September 2016. The value of the fish jumped 54 percent over the same period to 102.8 billion won. The hairtail catch skyrocketed 95 percent and the flatfish catch ballooned 56 percent. 9월 어업생산량 증가…갈치·넙치↑ 지난 9월 제주도 어업생산량이 크게 늘었습니다. 호남지방통계청에 따르면 지난 9월 제주지역 어업생산량은 1만 900여 톤으로 지난해 같은기간보다 45% 증가했습니다. 생산금액은 1천 28억여 원으로 지난해 660여 억원에 비해 54% 이상 늘었습니다. 102,800,000,000 갈치와 넙치생산량이 각각 95%, 56% 증가하면서 전체 어업생산량이 늘어난 것으로 분석됩니다.

  • Private university admission fees to be phased out Will be cut by 80% by 2022 Private university admission fees will be phased out between 2018 and 2022. The Education Ministry and the Korean Council for Presidents of Private Universities reached an agreement on the issue. Four-year universities with above-average admission fees must cut them by 16 percent annually over the next five years. That works out to an 80 percent reduction. The last 20 percent will remain as it was deemed to be necessary to cover expenses. Universities with below-average admission fees will reduce them by 20 percent annually over the next four years. The ministry also plans to add the remaining admission fee to tuition after the year 2022. The national government will offer scholarships in the amount of the remaining admission fee to help students pay for their education. 2022년까지 사립대 입학금 전면 폐지 내년부터 사립대 입학금이 단계적으로 줄어 오는 2022년엔 전면 폐지됩니다. 교육부와 한국사립대총장협의회는 입학금 제도 개선 협의를 벌여 이같이 합의했다고 밝혔습니다 이에 따라 입학금이 평균 이상인 4년제 대학은 실비인 입학금의 20％를 제외한 나머지 80％를 내년부터 5년 동안 해마다 16％씩 줄이게 됩니다. 입학금이 평균 미만인 4년제 대학은 4년 동안 20％씩 감축합니다. 교육부는 2022년 이후에는 입학금을 신입생 등록금에 포함하고 해당 금액만큼 국가장학금으로 지원해 학생 부담을 없앤다는 계획입니다.

The provincial government says 47 cattle have contracted the disease, which is classified as a class II livestock infectious disease. That exceeds 35, which is 0.1 percent of the total number of cattle on the island. That’s the standard for designation as a clean area set by the World Organisation for Animal Health. Jeju maintains only two other “clean” designations. It is free of bovine brucellosis and a swine disease called pseudorabies. 제주서 '소 결핵병' 확산…청정지역 상실 제주에서 가축전염병인 소 결핵병이 확산되며 14년째 유지하던 청정지역 지위를 상실했습니다. 제주특별자치도에 따르면, 올 들어 제주에서 소 47마리가 제2종 법정가축전염병인 소 결핵병에 감염됐습니다. 이 같은 수치는 도내 전체 사육두수 0.1%인 35마리를 넘는 것입니다. 특히 국제수역사무국 OIE가 설정한 청정지역 인증 기준이 초과돼 제주는 2003년 이후 처음으로 청정지역 지위를 잃게 됐습니다. 제주가 돼지열병에 이어 소 결핵병 청정지역 지위까지 잃게 되면서 청정지역 지위를 인정받는 가축전염병은 소 브루셀라와 돼지 오제스키병 2개만 남았습니다.

The ban was a response to Seoul’s deployment of the THAAD anti-missile system. The China National Tourism Administration announced Tuesday that it would allow group tours by travel agencies in some regions, including Beijing and Shandong. Analysts say this is the start of a total dismantlement of the ban. The Chinese authorities added one stipulation ? the travel agencies may not include on their itineraries stays at Lotte Hotels or visits to Lotte duty-free shops. The lifting of the ban is off to a somewhat rocky start - the first group from China set to arrive in Jeju canceled. Problems with the travel agency they were using forced the tourists from Shanghai to forego their trip. They had been scheduled to arrive Wednesday. 중국, 한국행 단체관광 일부 허용 중국 정부가 사드 배치 이후 금지했던 한국행 단체 관광을 일부 허용하기로 했습니다. 중국 국가여유국은 오늘(28일) 회의를 통해 베이징과 산둥 지역에 한해 일반 여행사들에 한국행 단체 관광을 허용하기로 한 것으로 전해졌습니다. 업계에 따르면 이번 조치는 나머지 지역은 개방하지 않고 앞으로 지역에 따라 단계적으로 풀어주겠다는 의미로 해석됩니다. 다만 한국행 상품을 판매할 때 롯데 호텔 숙박이나 롯데 면세점 쇼핑이 포함돼서는 안 된다고 국가여유국은 지시한 것으로 알려졌습니다. 한편 사드 사태 이후 처음 내일(29일)부터 제주를 찾을 예정이었던 중국 상하이 단체 관광은 현지 여행사의 부담 등을 이유로 돌연 취소됐습니다.
