Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • The small island of Udo is a “must see” for many visitors to Jeju. But some tourists abandon their dogs at the popular destination, and they sometimes threaten area residents. Joseph? ?Kim has more. Report [slug] Udo Island A truck made a sudden stop with the hazard lights flashing on the narrow road. That’s the sign for spotting an abandoned dog. [slug] Authorities capture homeless dogs on Udo Island The tranquilizer gun is fired from the window of the truck and the dog collapses and becomes incapacitated. The dog is one of the pets abandoned by a visitor of the beautiful island of Udo. As the number of stray dogs continues to grow, authorities are catching them. Stray dogs are a growing threat to the local community. More than 100 homeless dogs are on the small island. And there are about 200 pet dogs on the island. They reproduce with residents’ pets and the number of homeless dogs explodes. [slug] 90 dogs caught this year 90 stray dogs have been caught this year. But homeless dogs are still easily spotted. A local merchant started to take care of two homeless dogs. Now the number exploded to about 30. INTERVIEW Park Su-jin / Area resident Somebody left a box of five puppies in front of my house.   • Study of Marado and Seogwipo Provincial Maritime Parks Researchers will examine natural resources Authorities will perform a detailed examination of the natural resources in the Marado and Seogwipo Provincial Maritime Parks. The province has asked the Korea National Park Service’s research center to perform the study by the end of next year. It will be divided into 19 categories, including the terrestrial environment, the marine environment, and the human environment. Authorities will use the research findings to draw up preservation and management plans for the parks’ marine ecosystems, to guide park visitors, and to provide regional environmental education, among other things. 마라도·서귀포해양공원 자연자원 정밀조사 마라도와 서귀포해양도립공원의 자연자원에 대한 정밀조사가 이뤄집니다. 제주특별자치도는 내년까지 국립공원관리공단 국립공원연구원에 의뢰해 이들 지역의 육상환경과 해양환경, 인문환경 등 19개 분야에 대한 조사를 실시하게 됩니다. 자연자원조사결과는 공원 내 생태계 보전과 관리계획 수립, 자연공원 탐방 해설, 지역의 환경교육 등에 활용하게 됩니다.

  • French government awards Kim Tschang-yeul Painter lauded for cultural exchange efforts The French government has presented a National Order of Merit to (김창열) Kim Tschang-yeul, who is famous for his water drop paintings. According to the provincial government, Mr. Kim was recently awarded the Officer medal at the French embassy in Seoul in recognition of his work to expand cultural exchanges between the two countries. He has traveled back and forth between France and Korea since 1969. In 2013, Mr. Kim donated 220 of his paintings to the provincial government. In turn, it established the Kim Tschang-yeul Museum in September 2016 in Hangyeong-myeon, Jeju City. 물방울 화가 김창열, 프랑스 훈장 수여 물방울 화가로 유명한 김창열 화백이 프랑스 정부로부터 문화예술공로훈장인 '오피시에'를 수상했습니다. 제주도에 따르면 김 화백은 지난 1969년부터 프랑스와 한국을 오가며 양국 간 문화교류 저변 확대에 이바지한 공로를 인정받아 최근 주한 프랑스 대사관에서 문화예술공로 훈장을 수여받았습니다. 한편 김 화백은 지난 2013년 자신의 작품 220점을 제주도에 무상으로 기증했으며, 제주도는 지난해 9월 제주시 한경면에 김창열미술관을 개관한 바 있습니다.

  • Consumer confidence highest since 2010 Household debt falls Consumer confidence in Jeju is at its highest point in years. The Jeju branch of the Bank of Korea says the consumer sentiment index rose 2.5 points between last month and this month to 111. That’s the highest it’s been since December 2010. Analysts say that means consumers expect higher household income, more job opportunities, and better interest rates. The consumer outlook for the next six months also rose five points. In another positive sign, household debt fell by four points compared to six months ago. 제주 소비자심리 2010년 이후 최고 수준 제주지역 소비자심리가 크게 상승했습니다. 한국은행 제주본부에 따르면 이달 제주지역 소비자심리지수는 지난달보다 2.5p 오른 111로 2010년 12월 이후 최고 수준을 기록했습니다. 앞으로 가계수입과 취업기회, 금리 수준 등이 나아질 것이라고 예상했고, 6개월 뒤 경기상황을 예측하는 향후경기전망 지수도 5p 상승했습니다. 한편 6개월 전과 비교한 현재가계부채는 지난달보다 4p 하락했습니다.

  • Only 33% of islanders ‘know about April Third Incident’ 809 residents surveyed According to new research, most island residents know little to nothing about the April Third Incident. A provincial council special committee commissioned a survey of 809 islanders. Only 33.2 percent responded that they knew about the incident, which many historians argue is the defining issue in modern Jeju history. 76.4 percent of respondents had never taken part in a memorial ceremony or other event related to the incident, and 65.5 percent said they had never read a book about it. The committee stressed the need to raise public awareness about the incident and boost public participation in events related to it. A firm called Research Plus conducted the study from October 25th to November 13th. It was done in the form of one-on-one interviews with a structured questionnaire. 도민 10명 중 3명만 "4·3 안다" 제주도민 10명 가운데 3명만 제주4.3을 알고 있다는 인식조사 결과가 나왔습니다. 제주도의회 4.3특별위원회가 제주도민 809명을 대상으로 조사한 결과 제주4.3을 알고 있다는 응답은 33.2%에 그쳤습니다. 위령제 등 4.3관련 행사에 참여한 적이 없다는 응답은 76.4%, 관련 서적을 읽어본 적이 없다는 응답도 65.5%에 달했습니다. 4.3특별위원회는 도민의 4.3에 대한 인식을 높이고 참여를 유도할 수 있는 방안이 모색돼야 한다고 강조했습니다. 이번 조사는 리서치플러스에 의뢰해 지난달 25일부터 이달 13일까지 정형화된 설문지를 이용한 일대일 개별방문 면접 방식으로 진행됐습니다.

  • ‘Very likely’ that bird flu virus in Hado-ri is highly pathogenic Authorities expand testing to include all island poultry farms Authorities say it is very likely that the bird flu virus discovered in droppings at the Hado-ri, Gujwa-eup migratory bird habitat is the highly pathogenic strain. The provincial government ordered tests, and researchers say it is the same H5N6 variant of the virus that has been discovered at a duck farm in Gochang, Jeonbuk and in wild birds in Suncheon, Jeonnam. Final test results are expected within the next day or so. Authorities will institute a 21-day poultry transport ban if the virus is confirmed to be highly pathogenic. The province has asked the Jeju Olle Foundation to either temporarily close trails near the migratory bird habitat, or create a detour around it for walkers.   • The Jeju Olle Foundation will open some new walking trails, but not here on the island ? in Miyagi, Japan. This will be the third “export,” as it were, of the popular paths. Mike Laidman reports. Members of the Jeju Olle Foundation explain both the meaning and symbology of the walking path, and the island’s culture, as well. The Japanese prefecture is trying help the communities that experienced the Great East Japan Earthquake in 2011 recover to their previous state. Also, it wants to boost the number of tourists - a number which plunged after the earthquake - by developing Olle trails in the area. [slug] 3 Olle trails to open next year in Miyagi To this end, the prefecture is planning to open three different paths in three cities next year. These are the same terms reached with Kyushu Island, where two Olle sister trails were opened in 2015. INTERVIEW Seo Myeong-suk / President, Jeju Olle Foundation Miyagi is a popular tourist destination for Japanese people.   • More mandarin oranges being sold through e-auction 368 tons so far this year Mandarin orange growers are increasingly turning to electronic auctions to sell their fruit. The provincial government says 368 tons of citrus have already been sold through e-auctions this year. That’s already 87 percent of the annual total from last year - 424 tons. The number of people involved has jumped from 71 last year to 132 this year, and the number of participating organizations has doubled from seven to 14. Provincial officials say they plan to register Jeju City’s Nonghyup Joint Market with Nonghyup’s app this year.   • ‘Seoul must guarantee students’ safety’ Public petition after accident kills HS student during on-the-job training Local high school student Lee Min-ho died November 19th as a result of injuries he received during on-the-job training, and a national petition is underway to prevent similar tragedies. Supporters of the petition say this is only the latest example of field placements gone wrong. They say students are often subject to verbal and physical abuse and that others have died due to accidents. They call schools that only focus on higher employment rates for their graduates and companies that only try to squeeze as much work out of the students as possible “deep rooted evils.” They are demanding that the national government eliminate such practices. The presidential office of Cheongwadae must respond to the petition if it gains more than 200,000 signatures in the next 25 days. 국민청원, '현장실습생 안전 보장'접수 고 이민호 군 사망 사고와 관련해 청와대 국민청원에 현장실습생의 안전 보장을 요구하는 청원이 접수됐습니다. 청원에는 현장실습 과정에서 폭언과 폭행, 불의의 사고로 목숨을 잃은 학생도 많다고 주장했습니다. 또 취업률에 목메는 학교, 노동을 착취하는 회사 모두 적폐이며 사회안의 적폐 청산에도 심혈을 기울여달라고 호소했습니다. 이번 청원은 앞으로 29일간 참여를 받게 되며 20만 명 이상 참여한 청원에 대해서는 관계자가 직접 답변을 하게 됩니다.
