Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Greenland Group seeks permit for hospital Facility in Health Care Town would have 47 beds The Greenland Group is seeking a permit for a hospital in the Jeju Health Care Town. It submitted an application to the provincial government Monday for the Greenland International Hospital. Local officials will review the documents, which include plans for hospital departments and personnel. A health care committee will then discuss the issue, with a final decision to be made following those deliberations. The plan is for a 47-bed hospital, with around 130 employees. It would have departments for plastic surgery, family medicine, dermatology and internal medicine. 녹지그룹, 영리병원 허가 신청 녹지그룹이 지난 28일 제주특별자치도에 외국의료기관인 녹지국제병원 개설허가 신청서를 제출했습니다. 이에따라 제주도는 녹지국제병원 등기부 등본과 진료과목 그리고 전담 인력 등을 검토해 제주도 보건의료 정책 심의위원회 심의를 거쳐 허가 여부를 결정할 계획입니다. 헬스케어타운에 들어서는 녹지국제병원은 성형외과와 가정의학과 피부과 내과 등을 운영하며 47개 병상에 130여 명의 의료진이 근무하게 됩니다.

  • Bus ridership up 9.5% Big changes to system prove popular More people are riding public buses since a system makeover on August 26th. The provincial government says 445,000 people rode in the first five days after the changes. That’s 9.5 percent more than over the same period last year. 70 percent of the tickets sold were for adult riders. Adolescents bought another 16 percent and children’s tickets amounted to 1.8 percent of the total. The final 11 percent were riders using welfare transport cards. 49 percent of riders took Jeju City blue buses numbered in the 300s. Another 24 percent took blue buses numbered in the 200s. The next most popular routes were those served by green buses numbered in the 400s ? 10 percent of riders took those. In Seogwipo, 6 percent more riders took buses numbered in the 500s, while ridership on its new express lines was up 3.5 percent. 대중교통 개편직후 이용객 9.5% 증가 대중교통 개편 직후 버스 이용객이 소폭 증가한 것으로 조사됐습니다. 제주도에 따르면 지난 26일 대중교통 전면개편 이후 5일동안 버스 이용객은 44만5천여명으로 지난해 같은 기간보다 9.5% 증가했습니다. 이용자는 성인이 70%로 가장 많았고 청소년은 16%, 어린이는 1.8%, 교통복지카드 이용자도 11%를 차지했습니다. 노선별로는 300번대 제주시 간선버스 이용이 49%로 가장 많았고, 200번대 일반 간선버스 24%, 400번대 제주시 지선버스 10%로 순으로 조사됐습니다. 서귀포지역은 500번대가 6% 증가했고 새로 신설된 급행버스는 3.5% 증가한 것으로 집계됐습니다.

[slug] Circus company illegally left facilities standing A circus company signed the lease agreement for this site with the landowner, the Korea Tourism Organization, and used it until July of last year. However, the performance company has yet to tear down its facilities, even though the agreement between the two companies has terminated. The ICC Jeju and the KTO couldn’t initiate the sale of the land because of the circus company’s refusal to follow an administrative order to remove its buildings. This is why the planned construction has made no progress even though the construction plan was approved by the provincial council. But now finally, construction work is expected to begin. [slug] KTO wins suit against circus company The Korea Tourism Organization won the case over who rightly possesses the land against the circus company. [slug] ‘Lease ended lawfully, defendant must remove facilities’ The court says the lease agreement between the KTO and the circus company ended lawfully, and that the defendant must tear down its existing facilities and give up the right of possession. [slug] ICC Jeju, KTO prepare to sign land contract The ICC Jeju is preparing to enter into a contract with the KTO to purchase the land next month. It is planning to begin construction between the end of 2019 and the beginning of 2020. 70 billion won has already been earmarked for the project. The second convention center will have one underground floor and four floors above ground, and cover 39,000 square meters.   • JDC to start work on new public housing project 10-year leases, tenants to move in early 2019 The land ministry has approved the Jeju Free International City Development Center’s public housing plan. It greenlighted the JDC’s plan on Monday for 391 units in the Jeju Science Park. All will be rentals with ten-year leases. Most of them, 230, will be 59 square meters in size. Another 76 will be 84 square meters. The JDC will begin accepting tenant applications in the first half of next year, with residents expected to move in a year later. The development center is also working on another housing project ? 400 so-called “Happy Housing” units, which will be offered exclusively to newlyweds and other groups.   • Lower speed limits to be enforced from September Changes on 10 roads The Jeju Provincial Police Agency will begin using unmanned cameras to enforce newly-lowered speed limits in September. The speed limit was changed in 10 places. On (동서광로) Donggwang-ro, (노형로) Nohyeong-ro, and (연북로) Yeonbuk-ro it was lowered from 70 to 60 kilometers per hour. It was cut from 60 to 50 on the 5.16 Road, and it was reduced from 60 to 40 kilometers per hour on the 1100 Highway. 제한속도 '하향' 조정 다음달부터 단속 제주지방경찰청이 다음달부터 무인교통 단속 장비의 제한속도를 하향 조정하고 단속에 들어갑니다. 제한속도가 조정된 것은 10군데로 동서광로와 노형로, 연북로는 종전 시속 70km에서 60km로 변경됩니다. 5.16도로는 시속 60km에서 50km로, 1100도로는 60km에서 40km로 조정됐습니다.

The deadline to submit a bid was Thursday. The Jeju Province Development Corporation will review all of the submissions and select one of them in September. We know of four companies that are vying for the contract: Kwang Dong Pharmaceutical, Crown, Lotte Chilsung Beverage, and Coca-Cola. The domestic bottled water market grew 15 percent last year to 740 billion won. According to transport ministry statistics, 98,000 non-Koreans passed through the airport in July ? 67 percent fewer than in July 2016. Beijing began discouraging or banning group tours to Korea in March.
