Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Sanji Lighthouse stands on Sarabong Oreum next to Jeju Port and the old neighborhood of Geonip-dong. Though the majority of travellers to Jeju come by air, the island is in fact ringed with a network of maritime lighthouses that mark the safe arrival of fishing and cruise vessels. [Slug CG] Geonip-dong, Jeju City One of the most iconic of these is right in Jeju City, perched on Sarabong Oreum which overlooks Jeju Port in Geonip-dong. Sanji Lighthouse is hard to miss -- its white, 18-meter-tall tower flashes every 15 seconds, which can be seen up to 35 kilometers away. [Slug CG] Manned since 1917, rebuilt in 1999 The favorable site on which Sanji stands has served as a defense post since the Joseon Dynasty. It has been a manned lighthouse since 1917, and was completely rebuilt in 1999.   • Financial assistance for elderly ‘haenyeo’ Up to \200,000 monthly beginning September Elderly haenyeo will become eligible next month for monetary support from the government. Jeju City is accepting the applications for the assistance at local government offices. It is available to diving women over the age of 70 who are registered Jeju residents and who have an official record of working as haenyeo. Those aged 70 to 79 will receive 100,000 won per month. Anyone at least 80 years old will get 200,000 won. The first assistance will be provided September 11th. 내달부터 고령해녀 수당 지원…월 최고 20만원 다음달부터 고령해녀들에 대한 소득보전 차원의 수당 지원이 이뤄집니다. 제주시는 이번주부터 고령해녀 소득보전 지원사업에 따른 신청.접수를 읍면동 주민센터에서 받고 있다고 밝혔습니다. 신청 자격은 70살 이상 제주도에 주소를 둔 조업 실적이 있는 현직 해녀입니다. 고령해녀 수당은 70살 이상은 매달 10만원, 80살 이상은 20만원으로 다음달 11일 쯤 첫 지급될 예정입니다.

  • Expanded basic living assistance from next year More recipients, slightly more in payments Recipients of basic living assistance will get slightly more benefits from next year. According to Jeju City, the median income standard for the support will increase by 1.16 percent next year. The selection criteria for recipients will expand to 30 percent of that number. Accordingly, a family of four earning less than 1,355,000 won monthly will qualify. That is also the amount the family would receive in aid each month, and that’s 15,000 won more than what they would get now. 내년부터 기초생활수급자 생계급여 소폭 인상 내년부터 기초생활수급자에게 지원되는 생계급여가 소폭 인상됩니다. 제주시에 따르면 내년부터 기초생활수급자를 선정하는 중위소득 기준이 1.16% 인상되고 선정 비율이 중위소득 대비 30%까지 확대됩니다. 이에따라 4인 가구 기준으로 월 소득이 135만5천원 이하면 생계급여를 지원받을 수 있습니다. 또 생계급여비도 4인가구 기준 134만원에서 135만5천원으로 1만5천원 인상됩니다.

  • JDC revises plan for newlywed’s homes ‘Happy Housing’ units will be 4 square meters larger The Jeju Free International City Development Center is enlarging the so-called “Happy Housing” residential units it’s building in Jeju Technopark. The subsidized units are for newlyweds. Originally, they were 39 square meters, now they will be 43. 150 units are set aside for newly-married couples in the development. That includes the “Happy Housing” units, as well as ten-year rentals. All of them will be bigger. The JDC says the modifications follow the recommendations the land ministry made when it approved the construction plan. JDC 행복주택 신혼부부용 공급면적 확대 제주국제자유도시개발센터가 제주시 첨단과학기술단지에 추진하고 있는 행복주택의 신혼부부용 세대의 면적을 당초 39제곱미터에서 43제곱미터로 확대됩니다. 설계변경이 이뤄지는 세대는 행복주택과 10년 임대주택 가운데 신혼부부용 150세대입니다. 이번 설계변경은 국토부가 최근 건설사업계획을 승인하면서 신혼부부용 주택의 전용면적을 확대하라는 권고한 것에 따른 것이라고 JDC는 밝히고 있습니다.

The city has begun drawing up a basic plan for the 20-billion-won facility near the Donghong-dong Community Center. Officials will work out the details by next year, then buy the land and begin construction. It’s scheduled to open in 2021. The center will include a small theater, classrooms, a swimming pool, and other amenities. It will replace the current civic center, which will be torn down. 서귀포 문화체육 복합센터 건립 추진 서귀포시민 문화체육 복합센터 건립사업이 본격 추진됩니다. 서귀포시는 사업비 200억 원을 들여 동홍동 시민회관 부근에 문화체육복합센터를 건립하기로 하고 기본계획 수립 용역에 들어갔습니다. 이어 내년에 도시계획 시설 결정과 토지 매입을 거친 뒤 공사를 시작해 오는 2021년 개관할 예정입니다. 문화체육복합센터는 문화예술 소극장과 교육실, 수영장 등을 갖추게 되며 앞으로 철거되는 시민회관 기능을 대체하게 됩니다.

Hotline workers will offer information on the new bus routes. It is open daily, including weekends, from 7 a.m. to 9 p.m. Executives from every bus company involved in public transport will be at the center during those hours. Report Recording Yi Gi-hyeong / Choi’s colleague It was patriotism that drove her life. <씽크 : 이기형/당시 최정숙 선생 동료 교사> "역시 애국일 겁니다. 기본은" Ms. (최정숙) Choi Jung-sook devoted her life to education. She was only 8 when Korea came under Japanese rule. After the hardships endured during the Japanese occupation, she was aware that education was necessary to get the country back on track. [slug] Studied at Shinseong Girls' School, Kyungsung National Women's HS After graduating from (신성) Shinseong Girls' School, which a French priest established in Jeju, she entered (경성) Kyungsung National Women's High School in Seoul to study education. At that time, most of the teachers and students were still Japanese, so Koreans faced a lot of hostility. [slug] Imprisoned for 90 days for role in independence movement Choi joined the March 1st Movement and shouted "Hurray for Korean Independence.” Consequently, she was arrested by the Japanese military police and held at (서대문) Seodaemun Prison in Seoul. [slug] Selfless work in education, medicine After the hardships of prison life, she came back to her hometown, Jeju. She established a school and taught students, illiterate people, women, and girls for about 20 years. But Japanese imperialism forced her to stop teaching. She decided to learn medicine instead, so that she could continue to help others. She entered medical school when she was 37. After earning her medical license, she worked to help those less fortunate. After performing medical services in Seoul, she dedicated herself to women's education and welfare services in Jeju, until she retired due to the age limit. [slug] Jeju’s first superintendent of education (1964) While focusing on treating patients after her retirement, she was elected as the first superintendent of education in Jeju. During her four years of tenure, she was responsible for establishing dozens of elementary and secondary schools. Her life’s story is not widely known, but nonetheless, she was a real heroine. Some gathered to form a group to commemorate Choi’s noble spirit.   • JTO works with Japanese university students on tour packages Two direct flight routes between Jeju, Japan from September 2 The Jeju Tourism Organization invited Japanese university students on a familiarization tour of the island and then asked them how to better serve the needs of Japanese travelers. The JTO took six Waseda University students on the FAM tour. The organization will revise the tour package based on the feedback from the students, and details of the package will then be posted in October’s edition of the Waseda Collection magazine. Major Japanese travel agencies will then begin selling the tours.
