Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • ‘No procedural flaws with Ora Tourism Complex’ Provincial audit commission rejects claims of civil organization Provincial auditors have rejected the claims of a civil society organization that there were procedural flaws in the permitting process for the Ora Tourism Complex. The civil group claimed that it was illegal to reverse the result of an environmental impact assessment without a request for mediation. The Jeju Provincial Audit and Inspection Commission concluded that rule doesn’t apply to the case. The commission said a request for mediation is only allowed regarding issues that had been cleared by the provincial council, which the Ora Tourism Complex had not.   • Electric vehicles have become a much more common sight on local roads in recent years. Drivers, though, complain that Jeju lacks adequate charging stations and other infrastructure. The provincial government says it plans to respond to those complaints this year. Joseph Kim has more in this report. Report An increasing number of taxi drivers have chosen electric vehicles, [slug] Number of electric taxis hits 100 last year since the nation’s first electric taxi made its debut on the island in 2014. The number of electric taxis reached 100 last year. Lower fuel costs and purchase subsidies from the provincial government have mostly contributed to their popularity. More recently, the province has been installing and running more EV charging stations including quick chargers for the convenience of EV drivers. [slug] ‘Battery drains too quickly’ However, early adopters of the EV are complaining about their cars - particularly about how quickly the EV battery drains its charge. The city is looking for a total of twelve trucks to sell refreshments and baked goods. Land ministry representatives say 11-hundred units will become available between March and May. That includes 500 in Gangjeong, Seogwipo. That’s three times as many as last year, when 370 units hit the market during the same period. Provincial officials say the supply surge is the result of the completion at the beginning of this year of apartments that received construction permits last year. 3월부터 석달간 공동주택 1천100세대 공급 다음달부터 공동주택 입주물량이 크게 늘어날 전망입니다. 국토교통부에 따르면 다음달 서귀포시 강정 택지지구에 5백 세대 규모의 아파트를 시작으로 5월까지 세 달 동안 공동주택 1천 1백여 세대가 공급됩니다. 이는 지난해 같은 기간에 공급된 370세대와 비교해 세 배 이상 늘어난 수치입니다. 제주도는 지난해 인허가 받은 공동주택들이 연초에 공사가 완료되면서 물량이 크게 늘어났다고 설명했습니다.

  • Non-Koreans own 1% of Jeju buildings Most owned by Chinese Non-Koreans own one percent of the buildings on the island. According to the provincial government, Jeju has about 31-hundred foreign-owned buildings, covering some 450,000 square meters. Chinese own 73 percent of them, Americans 12 percent, Taiwanese four percent, and Japanese three percent. Most of the buildings, 59 percent, are accommodations. Fourteen percent are single family detached houses, and another 13 percent are commercial facilities. Foreigners’ acquisition of local buildings has been on the decline since 2014. 외국인 소유 제주도내 건축물 전체 1% 외국인 소유의 제주도내 건축물이 전체의 1%를 차지하는 것으로 나타났습니다. 제주특별자치도에 따르면 지난해말 기준으로 외국인 소유의 제주도내 건축물은 3천 119건에 45만 제곱미터로 제주도 전체 건축물의 1%를 차지했습니다. 국적별로 살펴보면 중국이 73%로 가장 많았고, 이어 미국 12%, 대만 4%, 일본 3% 순이었습니다. 이 가운데 숙박시설이 59%를 차지했고 단독주택은 14%, 근린생활시설은 13%였습니다. 한편 제주도내 건축물에 대한 외국인 취득은 지난 2014년을 기점으로 점차 감소 추세를 보이고 있습니다.

  • Land market takes a hit last month 11% fewer transactions than in January 2016 Fewer people are buying and selling land on the island. The provincial government says 6,321 plots were sold last month. They covered about 5.3 million square meters of land. Compared to January 2016, that’s 11 percent fewer plots and 30 percent less area. It’s also 18 percent fewer plots and 52 percent less area than just the month before. Local officials say this is the result of the foundation of an anti-real estate speculation office and the resulting crackdown on the practice. 제주 1월 토지거래 큰 폭 감소 제주도내 토지거래 면적이 감소세를 이어가고 있습니다. 제주특별자치도가 지난달 거래된 토지현황을 분석한 결과 거래 면적은 6천 321필지에 529만 1천 제곱미터로 지난해 같은 기간보다 필지는 11%, 면적은 30% 줄었습니다. 또 전달과 비교해도 필지는 18%, 면적은 52% 감소했습니다. 제주도는 부동산투기대책본부 설치 이후 지속적인 단속으로 투기성거래가 줄어들었기 때문으로 분석하고 있습니다.
