Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Hallasan hiking hours extended in March Cutoff times adjusted for better weather, longer days Climbers will have more time to get their Hallasan Mountain hikes in beginning next month. Hallasan National Park Office representatives say they will push back the cutoff time for starting on the Eorimok and Yeongsil Trails from the current noon to 2 p.m. The change will be in effect through April 30th. The cutoff for the Seongpanak and Gwaneum Temple courses will be extended from 12 to 12:30 p.m. On Witse Oreum, it will go from 1 to 1:30. Finally, visitors will have to start on the Donnaeko Trail by 10:30 rather than 10 a.m., and on the Eoseungsaengak Trail by 5 rather than 4 p.m. All told, hikers will have between an 30 minutes and two hours to enjoy the mountain. 다음달부터 한라산 탐방시간 연장 다음달부터 한라산 등반시간이 길어집니다. 제주도 한라산국립공원관리소는 다음달부터 4월 30일까지 한라산 어리목 코스와 영실 코스 입산시간을 현재 낮 12시 까지에서 오후 2시까지로 연장한다고 밝혔습니다. 성판악 코스와 관음사 코스는 낮 12시에서 12시 30분으로, 윗세오름 통제소는 오후 1시에서 1시 30분으로 각각 30분 늦춰졌습니다. 이 밖에 돈내코 코스는 오전 10시에서 10시 30분으로, 어승생악 코스는 오후 4시에서 5시로 조정돼 코스별 탐방시간이 30분에서 2시간 연장됐습니다.

  • Plan to preserve genetic material from Jeju black pigs, cattle Samples will be stored in DNA bank at Jeju National University The provincial government plans to preserve genetic material from Jeju black pigs and black cattle in order to preserve the two species from livestock ailments like foot-and-mouth disease. Both species are designated natural monuments. According to the plan, the Jeju Provincial Livestock Institute will collect somatic cells from 19 black bulls and three black pigs. Those samples will be handed over to Professor Park Se-pil and his research team at the Jeju National University Center for Stem Cell Research. The researchers will freeze the samples at 198 degrees below zero and permanently preserve them in the institute’s DNA bank. 천연기념물 흑우·흑돼지 종보존 추진 제주도가 구제역 등 가축 질병에 대비해 제주 흑우와 흑돼지 종보존 사업을 추진합니다. 제주도 축산진흥원은 사육중인 천연기념물인 제주흑우 씨수소 19마리와 흑돼지 3마리의 체세포를 채취해 보존할 계획입니다. 채취된 체세포는 제주대 줄기세포연구센터 박세필교수팀에 의해 영하 198도로 동결시켜 배양한 뒤 축산진흥원 유전자원은행에 영구 보존됩니다.

  • Two Chinese arrested on fraud charges Allegedly forged credit cards, then used them to make \11m in purchases Provincial police have arrested two Chinese nationals for allegedly forging credit cards and then using the bogus cards to make purchases here. Investigators say the 27-year-old surnamed Jang and 20-year-old surnamed Ru arrived in Jeju February 6th. They stayed at a Jeju City hotel where they allegedly counterfeited five credit cards. Police say they then made 11 million won in purchases of smartphones, notebook computers, and other electronics. Police say they attempted to smuggle the items to China where they wanted to sell them. 위조카드로 전자제품 다량 구입 중국인 2명 구속 제주지방경찰청은 지난 6일 제주에 들어와 제주시내 모 호텔에 머물며 신용카드 5장을 위조하고 전자제품 매장을 돌며 모두 7차례에 걸쳐 1천100만 원 상당의 노트북과 스마트 폰 등을 구입한 혐의로 중국인 27살 장 모씨와 20살 류 모씨를 구속했습니다. 특히 이들은 구입한 전자제품을 다시 중국으로 빼돌려 되팔려 했던 것으로 경찰조사결과 드러났습니다.

  • ‘Jeju Air shouldn’t fly to Fukushima’ Local environmental group says risks are too high Civic groups in Jeju are calling for Jeju Air to withdraw its decision to operate non-scheduled flights to Fukushima, Japan. Fukushima is where a tsunami caused nuclear meltdowns and the release of radioactive materials in 2011. In a statement, the Jeju Environmental Movement Association criticized the airline’s decision to start service there, arguing it is still a hazardous region that poses potential problems for human health. The association argued operating flights there infringes on flight attendants’ work and health rights. It also claimed the flights could cause collateral damage here in Korea, so it urged the provincial government, a shareholder in Jeju Air, to do something to prevent flight service to Fukushima. "제주항공 日후쿠시마 운항 철회해야" 제주항공이 일본 후쿠시마 부정기편 운항스케줄을 확정한 가운데 제주도내 시민단체가 운항 계획 철회를 촉구하고 있습니다. 제주환경운동연합은 성명을 내고 후쿠시마현은 원전 사고 이후 여전히 건강상 문제가 발생할 수 밖에 없는 지역으로 분류되는데도 제주항공이 운항을 결정한 것은 승무원의 건강권과 노동권을 유린하는 행위라고 비판했습니다. 아울러 항공기 운항으로 국내 2차 피해가 우려되는 만큼 운항 결정을 철회하고 제주항공 주주인 제주도정도 운항 중단을 위해 적극 나서야 한다고 강조했습니다.

  • Official land prices rise at fastest rate in country Seogwipo prices up 18.81%, Jeju City 18.54% in 2016 Official land prices in Jeju rose at the fastest pace in the nation for the second straight year in 2016. Land ministry representative say appraised values grew an average of 18.66 percent across the island last year. The national average was just 4.94 percent. Prices in Seogwipo grew by the most in the country, at 18.81 percent. Jeju City followed with growth of 18.54 percent. The island’s most valuable land is near the Paris Baguette bakery at the entrance to Jewon Apartments in Yeon-dong. That area is officially priced at 5.7 million won per square meter.   • This week on Jeju: A to Z, Todd Thacker takes a brief look at a geological formation known as the (주상절리) Jusangjeolli columnar joints. Located in Daepo-dong, Seogwipo, the site is not only a natural monument and geosite, it’s also a great place for a photo-op. [Report] Jeju’s volcanic origins are scientifically important and often times quite beautiful. On the south side of the island, there is a famous coastal geological formation that attracts experts and the general public alike. [Slug CG] Daepo-dong, Seogwipo The Daepo Columnar Joints are a fascinating group of black basalt hexagon-shaped pillars some 600 meters southwest of Daepo-dong, Seogwipo. These columnar joints, which are the best examples of such outcrops on the island, formed when viscous lava -- estimated to be 1,100 degrees Celsius -- emerged from an eruption point and immediately solidified. [Slug CG] 30 to 40 meters in height They extend for about 1 kilometer along the Seogwipo coast and range from 30 to 40 meters in height. [Slug CG] Natural Monument No. 433 Also known by their ancient name Jisatgae (지삿개), the columns were designated Natural Monument No. 433 in 2004. In 2010 it was named one of Jeju’s nine Geosites in the Global Geoparks Network. In the past, this area was a place for local residents to collect their drinking water, which permeated through the rocks and collected on the surface of shallow tidal areas. It is therefore both a cultural and geological heritage site. [Slug CG] Todd Thacker Because the Daepo formation comes in contact with ocean, there is a certain amount of erosion visible. However, the crashing blue and white waves on these black geological marvels are perfect for photo ops. The location is also a popular spot for fishing.   • Continuing support for small schools Province, education office boost funding by 10% The provincial government and office of education will continue their efforts to improve education at small schools this year. The island’s smallest educational institutions will be getting ten percent more for operational expenses. Six of the schools will also be equipped with video conferencing technology that allows them to receive English instruction from other parts of the country and the world.   • Official house appraisals in Jeju City Assessors to look at 55,000 single-family homes Jeju City authorities are assessing the official values of single-family detached houses in the area. The appraisals are being based on values as of January first this year. Officials will make the assessments for around 55,000 houses - 17-hundred more than last year. Certified public appraisers from the Korea Appraisal Board will confirm the values. Those deemed unreasonable will be modified. After that work is complete, Jeju City will review the results, accept requests for modifications, and convene a meeting of the Real Estate Price Disclosure Committee. The final appraisals will then be released on April 28th. 제주시 지역 개별주택가격 검증 제주시가 올해 1월 1일 기준으로 개별주택가격 검증작업을 추진합니다. 검증대상은 제주시 전체 개별주택 5만5천여 채로 지난해보다 1천 700여 채가 증가했습니다. 이번 개별주택가격 검증은 한국감정원 소속 감정평가사가 참여해 가격의 적정성 여부를 확인하고 불합리한 개별주택가격에 대해서는 적정가격으로 조정하게 됩니다. 제주시는 검증작업이 마무리되는 대로 열람과 의견제출, 부동산가격 공시위원회의 심의를 거쳐 4월 28일 결정.공시할 예정입니다.
