Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • More moving to new airport site 100+ new residents in Seongsan-eup over last month Ever since the national government’s announcement last month that Jeju will be getting a second airport, an increasing number of people have been moving to the area where the new facility will be built. According to Seongsan-eup officials, 114 people registered as new residents in the last month. 105 of them, or 92 percent, moved into one of the five villages that will become the site of the new airport in the next few years. Thirty-seven percent, or 42 people, moved to (온평리) Onpyeong-ri, which accounts for roughly 70 percent of the land for the new airport. 제2공항 발표 후 예정부지 유입인구 증가 제2공항 계획이 발표된후 성산읍의 공항 예정부지로 전입하는 인구가 늘고 있습니다. 성산읍에 따르면 지난 한 달동안 성산읍 전체 유입인구는 114명으로 이 가운데 92%인 105명이 공항 예정부지인 5개 마을로 유입됐습니다. 특히 공항부지의 70%를 차지하는 온평리에는 전체 증가 인구의 37%인 42명이 순유입된 것으로 나타났습니다.

  • Zoning mulled for mid-slope and coastal areas New development regulations may be implemented next year The provincial government is considering labeling different zones in the mid-slope area to distinguish between developable locations and areas that need to be preserved. The plan would be to categorize mountainous regions between 200 to 600 meters above sea level… into three zones: a preservation zone, a middle zone, and a usable zone. Permits would be required for development in the middle zone. A similar zoning system has also been proposed for coastal areas. The land between the coastline and coastal roads would be designated a greenbelt where development is restricted and, depending on the distance from the coastline, coastal areas would be categorized into preservation, managed, and usable zones. Details of the zoning system are slated to be finalized by mid-December for possible implementation next year. 중산간 개발 등급제 도입…해안 그린벨트 지정 검토 제주특별자치도가 중산간 지역을 이용과 보전으로 구분해 관리하는 등급제 도입을 검토합니다. 제주도 경관관리계획 재정비 용역에 따르면 중산간 해발 200에서 600미터 구간을 보전영역과 중간영역 이용영역으로 구분하고, 중간영역에 대해서는 개발 허가제를 도입하는 방안이 제시됐습니다. 아울러 해안지역은 해안선에서 해안도로까지 일부 개발행위를 제한하는 그린벨트를 지정하고 해안선으로부터 거리에 따라 보전과 관리, 이용해안으로 구분하도록 했습니다. 제주도는 오는 15일까지 관련 용역을 마무리 한뒤 내년 경관관리 재정비 수립 계획에 반영할 계획입니다.

  • Jeju golf courses to receive 75% tax break through 2017 Local golfers will only pay \3,000 in taxes Golf courses in Jeju are breathing a sigh of relief as the national assembly has decided to allow tax breaks at the clubs through 2017. According to lawmakers (강창일) Kang Chang-il and (김우남) Kim Woo-nam, both the main and opposition parties agreed to pass a bill on reducing the individual consumption tax by 75 percent at golf courses in Jeju over that period. That means once the bill is formally passed at the national assembly, golfers in Jeju will only be charged 3,000 won for that tax. Elsewhere in the nation the fee stands at 12,000 won. "제주 골프장 개별소비세 2년간 75％ 감면" 제주도 내 골프장 입장객에 대한 개별소비세가 2017년까지 75% 감면돼 최악의 상황을 피하게 됐습니다. 국회 강창일, 김우남 의원에 따르면 여야 지도부는 제주도 골프장 입장객에 대한 개별소비세를 2017년까지 75% 감면하기로 합의하고 본회의에서 의결하기로 했습니다. 법안이 통과되면 골프장 입장객 1명당 부과되는 개별소비세는 전국적으로 1만 2천원인데 반해 제주도는 2017년까지 3천원이 부과됩니다. 이처럼 75% 감면수준에서 제주도 골프장 개별소비세 문제가 일단락됨에 따라 최악의 상황은 피할 수 있게 됐습니다.

  • Ed. committee cuts labor costs, increases daycare budget Over \7b shifted to free daycare program The provincial council’s education committee has decided to cut back on labor costs at the provincial office of education and increase next year’s budget for the Nuri Program, which offers free daycare for children aged 3 to 5. An additional 7.6 billion won will be used to subsidize daycare at centers across Jeju next year. That’s enough to fund the program for two months. To pay for that increase, labor costs at the education office will be cut by 7.3 billion won, funding for children’s field trips will be slashed by 380 million won, and funding for afterschool activities for children from the low-income bracket will be cut by 190 million won. 도의회 교육위, 인건비 삭감해 누리과정예산 증액 제주도의회 교육위원회가 인건비를 삭감하고 대신 누리과정 예산을 증액했습니다. 제주도의회 교육위원회는 오늘(2일) 내년도 제주도교육청 예산안에 대한 계수조정을 통해 누리과정 지원으로 두달치 어린이집 보육료인 76억3,400만원을 증액했습니다. 반면, 정규직 인건비는 73억 1천 만원을 감액했고, 현장체험 학습지원 3억 8천만원, 저소득층 방과후 학교 자유수강권 지원도 1억 9천만원을 줄였습니다.

  • Provincial council members to get 3.8% raise next year Local lawmakers will make about \54m in 2016 Members of the provincial council are getting a 3.8 percent raise next year. The council’s steering committee announced Wednesday that it had adopted a proposal to adjust the pay for members in 2016. They will be getting 1.3 million won more, which brings their annual salary to roughly 54 million won. The announcement comes on the back of a decision made late last year by the council’s deliberation committee to adjust the salaries of council members from 2016 through 2018 in order to bring them in line with the average raises given to public officials. 내년도 도의원 의정활동비 3.8% 인상 제주특별자치도의회 의원들의 내년도 의정활동비가 올해보다 3.8% 인상됩니다. 제주특별자치도의회 운영위원회는 오늘(2일) 제2차 회의를 열고, 의정활동 심의위원회가 제출한 '도의원 의정활동비에 대한 조례 개정안'을 원안 채택했습니다. 이에따라 도의원들은 내년에 133만 8천 원이 인상된 5천460만원을 의정활동비로 받게 됩니다. 한편, 이번 의정비 조정은 지난해 열린 의정활동비 심의위원회에서 오는 2018년까지 도의원들의 월정수당을 지방공무원 보수 인상률 범위 내에서 조정하기로 결정함에 따라 진행됐습니다.

  • Farmers say Jeju should be declared a ‘disaster area’ Response to ratification of China FTA Farmers’ groups have requested that Jeju be declared a disaster area, following the Monday ratification of the Korea-China Free Trade Agreement at the National Assembly. Local members of the Korean Peasants League and the Korean Association of Women Farmers held a press conference in front of the provincial office on Wednesday. They called the national government’s and assembly’s decision regarding the FTA “rash,” and said it had pushed them to the limit. They urged the provincial government to come up with countermeasures for Jeju farmers, such as declaring Jeju a disaster area, providing compensation for losses incurred by reduced sales of agricultural goods, and stabilizing prices of agricultural produce. 농민단체, "한·중 FTA 대책 마련하라" 최근 한·중 FTA 비준안이 국회를 통과된 것과 관련해 도내 농민단체들이 국회 비준안 철회와 제주의 특별재난지역 선포를 촉구했습니다. 전국농민회총연맹 제주도연맹과 전국여성농민회총연합 제주도연합은 오늘 오전 제주도청 앞에서 기자회견을 열고 정부와 국회가 한중 FTA를 번갯불에 콩 볶듯이 서둘렀다며 농민들을 벼랑끝으로 내몰았다고 주장했습니다. 특히 이들은 제주형 FTA대책을 당장 만들어야 한다며 특별재난지역 선포와 함께 농산물 피해보상 대책과 농산물 가격 안정 방안 대책 수립을 촉구했습니다.

  • This year marks the 50th anniversary of the normalization of diplomatic relations between South Korea and Japan. While politically the relationship between the two countries may be anything but close, relationships at a more personal level may be strengthening. As Mike Balfour now reports, Olle walking trails are a great example of this. [slug] 162,000 visit Kyushu Olle trails Korean 64%, Japanese 36% The concept of the Jeju Olle was exported to Japan in March, 2012 under the name of Kyushu Olle. Japan initially introduced the concept and developed the Kyushu Olle walking trails to attract Korean tourists. More than 162,000 visited the Kyushu Olle trails in the three and a half years up to this September. Among them, 100,000, or 64 percent, were Koreans. [slug] Japanese Olle organizers meet goal of attracting Koreans Japan has achieved its objective in attracting Korean tourists through the Olle. The Kyushu Olle has been widely recognized in the island country. Tourism is changing from experiencing famous hot springs to walking trails in Kyushu. [slug] Kyushu Olle Symposium JR Kyushu Hall, Fukuoka, Japan (Nov. 20) There was a meaningful symposium held in southwest Japan to confirm the position of the Kyushu Olle to honor of 50th anniversary of the normalization of diplomatic relations between South Korea and Japan.   • It has been three and a half years since the Jeju Olle concept was exported to Kyushu and 17 courses have been created during that time southwest Japan. The success of the Kyushu Olle offers lessons for the Jeju Olle system. Mike Balfour reports. 17 Kyushu Olle walking trails have opened with the same iconic Ganse, or Jeju pony figures, and ribbons that you can find on Jeju’s Olle trails. [slug] 17 Kyushu Olle trails now open The Kyushu Olles and Jeju Olles look alike. The concept of the Jeju Olle was exported to Japan in March, 2012 and named Kyushu Olle. Its first trail was opened in 2012. Although the Kyushu Olle is modeled after the Jeju Olle, they are different in some ways. [slug] Jeju Olle initiated by private organization The Jeju Olle system was initiated by a private organization to promote a walking campaign. On the other hand, Japanese tourism authorities initially introduced the Jeju Olle concept and developed the Kyushu Olle walking trails to attract Korean tourists. The Jeju Olle is solely operated by a civil body while administrative offices are involved in the operation of the Kyushu Olle. [slug] Kyushu Olle are a private/public operation The Kyushu Tourism Promotion Organization, a joint private and public body, is in charge of developing and managing trails. Japan’s city and prefecture governments are actively participating in the work. INTERVIEW Narahara Toshinori / Mayor, Kurume City We expect many Koreans to visit Kyushu Olle trails, so we’re setting up Korean signs and providing trail information in Korean for their convenience. Meanwhile, the Jeju Olle relies only on its staff and volunteers. Maintenance and management of trails is often too much for them. [slug] Jeju Olle Trail 10 closed for year for environmental recovery In one example, the Jeju Olle Foundation banned public access to Olle Trail 10 that begins in (안덕면) Andeok-myeon and ends in (대정읍) Daejeong-eup for one year beginning this July. The area has been seriously damaged due to a sudden increase in the number of walkers and sprawling development. [slug] Residents along Kyushu Olle trails warmly welcome tourists Area residents’ attitude toward tourists at the opening ceremony of the 17th Kyushu trail is also teaching Jeju something. They provide food and let tired trekkers use their rooms for a rest and refreshment, which is a strong positive factor to attract tourists. INTERVIEW Yamamoto Masako / Area resident I heard that the new trail was being developed and there would be no restroom on it. The Jeju Olle trail system circling Jeju is complete. The Kyushu Olle has potential for many more trails. The Kyushu Tourism Promotion Organization evaluates and designates a trail to be developed by a local government.
