Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Arrests on Sexual Exploitation of Minors Police arrest a man in his 20s after he opens the front door of his house. The suspect was taken into custody on the charge of producing sexual exploitation materials involving minors from the end of last year until last month. [Scene of arrest] You are under arrest by a warrant as of now. You have the right to hire a lawyer, the right to remain silent, and the right to claim your innocence. You may also request release to the court. A total of 11 people have been arrested on suspicion of distributing and selling sexual exploitation materials involving minors, which were either directly filmed in public places or illegally downloaded from the internet. The photos and videos were sold on online platforms such as Telegram. The suspects avoided detection by the authorities by using payment methods such as gift cards, rather than bank transfers, for their transactions. One suspect produced and uploaded over a hundred sexual exploitation materials that involved numerous victims who are minors. Even after the 'Nth room' case, sexual exploitation crimes involving minors continue to appear on social media platforms. Recording Shin Seung-u / Representative, Jeju Police Agency I thought there wouldn't be that many sexual exploitation materials, but I was surprised when we seized so many during the investigation. I was shocked by the bizarre photos and videos. It was a difficult crime to investigate because it involved transactions between individuals, and it was also challenging to obtain evidence as it was hard to restore conversations during the transactions. It was reported that three of the suspects lured three of the minors, including a disabled teenager, by offering cigarettes or pocket money and engaged in sexual acts with them, filming these acts and keeping the materials. The police have filed charges against the 11 suspects for violating laws related to the protection of children and youth from sexual exploitation. Of those who were arrested, three individuals, including a man in his 20s who engaged in sexual acts with minors, have been detained. The police plan to expand their investigation, including strengthening account tracing and monitoring, as they believe that similar crimes are ongoing. The first supplementary budget represents a 0.5% increase compared to the original budget. The outflow of population in Jeju in the first quarter of this year recorded the highest level in 15 years, and the trend of population decline is accelerating. From January to March of this year, the number of people moving into the island was 26,580, while the number of people moving out was 27,502, resulting in a net outflow of 922 people. This is the largest net outflow since the first quarter of 2008. The population of Jeju has recorded a net outflow for the first time in three years since the first quarter of 2020. Especially, 1,300 teenagers and people in their 20s had a net outflow, indicating an acceleration in the departure of the younger generation, including teenagers and young adults. Due to the deepening low birthrate problem, the population in Jeju has recorded a natural decrease, where deaths outnumber births, for 20 consecutive months until February. In addition, with the increase in the number of people leaving Jeju, the population issue is becoming even more serious." With the rise in the natural decrease and the net outflow of population, the demographic cliff problem in Jeju is becoming more serious than ever before. 안 낳고 떠나고…'인구절벽 가속화' 제주에서 유동인구가 가장 많은 제주시 이도2동. 한낮에도 시내는 한산하기만 합니다. 대학로가 있지만 청년층의 발걸음이 줄면서 젊음의 거리라는 명성이 무색해 보입니다. <인터뷰 : 현예진 / 꽃가게 직원> 지나다니면서 구경하는 분들도 꽤 있었는데 요즘에는 진짜 3~4시간 동안 거의 안 들어올 때도 있고. 올해 1분기 제주지역 인구 순유출 규모가 15년 만에 최대치를 기록하는 등 인구 감소세가 더욱 가팔라지고 있습니다. 지난 1월부터 3월까지 제주도내 전입인구는 2만 6천580명, 전출인구는 2만 7천502명으로 집계됐습니다. 이에 따라 도내 순유출 인구는 922명으로 지난 2008년 1분기 이후 가장 많았습니다. 제주 인구가 순유출을 기록한 것은 지난 2020년 1분기 이후 3년 만입니다. 특히 10대와 20대에서 1천 300명이 순유출돼 청소년과 청년 등 미래세대의 이탈이 가속화되고 있는 것으로 나타났습니다. 도내 인구는 저출산 문제가 심화되면서 지난 2월까지 20개월 연속 출생아보다 사망자가 많은 자연감소를 기록했습니다. 이런 가운데 제주를 빠져나가는 인구까지 늘면서 인구 문제는 더욱 심각해지고 있습니다. <인터뷰 : 고태호 / 제주연구원 정책연구실장> 인구라는 요인이 소비뿐만 아니라 노동력 공급, 재정 부담의 주체이기 때문에 인구가 유출된다는 건 지역경제뿐만 아니라 지역의 지속가능한 발전에도 상당히 부정적인 영향을 미치는… 자연감소에 순유출 규모까지 커지면서 제주지역의 인구 절벽 문제가 어느 때보다 심상치 않게 다가오고 있습니다.

  • Monthly Rental Contracts on the Rise Of the 7,148 home rental contracts that were registered in Jeju in the first quarter of this year, only 22.6 percent were yearly contracts, ones that usually require a significant deposit. This is the first time since records began in 2013 where the proportion of yearly contracts has fallen into the 20 percent range. In the 2021 housing lease market, yearly rental contracts that usually require a large deposit accounted for more than half of all contracts. That proportion fell to just over 20 percent this year, after totalling just 30 percent in 2022 in the wake of a hike in loan interest rates. All told, the proportion of monthly rental contracts is now approaching 80 percent. With the burden of loan interest rate hikes and cases of housing lease fraud on the rise, it is becoming clear that monthly rental contracts are becoming preferable to yearly rentals. INTERVIEW Ko Seong-chan / National Association of Licensed Real Estate Agents The lease contract has nearly disappeared. Loan rates are very high, which is a big burden to households. The larger reason is that fraud involving deposits is being reported nationwide. Rentals of homes in a small complex known as “villas”, which tend to be subject to deposit fraud, are also shrinking in number. In addition to the interest burden, as anxiety about lease fraud grows, demand is expected to focus on monthly rentals, rather than yearly ones, for the foreseeable future. 올해 1분기 제주에서 확정일자를 부여받은 전월세 거래 7천 148건 가운데 전세 거래량은 22.6%에 불과했습니다. 전세 거래 비중이 20%대로 떨어진 것은 관련 통계가 제공된 2013년 이후 처음입니다. 주택 임대차시장에서 전세 거래는 지난 2021년까지만 하더라도 절반 이상을 차지했습니다. 하지만 금리 인상 여파로 지난해 30%대에 그친 뒤 올해는 20% 초반 수준까지 떨어졌습니다. 반면 월세 비중은 80%에 육박하고 있습니다. 고금리와 전세 사기 사태가 맞물리면서 전세보다 월세를 선호하는 현상이 뚜렷해지고 있습니다. <인터뷰 : 고성찬 / 한국공인중개사협회 제주지부장> 전세계약이 거의 실종됐다고 볼 수 있습니다. 금리가 너무 높아서 은행 대출 이자가 부담이 되고 더 큰 이유는 전세사기가 기승을 부리고 있기 때문이라고 생각합니다. 전세 사기 피해가 집중되고 있는 빌라 거래도 위축되고 있습니다. 지난 2월 전체 주택 거래 가운데 다세대와 연립주택 비중은 36%로 나타났습니다. 한 달 전보다 9%, 1년 전과 비교하면 12% 각각 감소한 수치입니다. 이자 부담에 더해 전세 사기에 대한 불안감까지 커지면서 당분간 전세보다는 월세로 수요가 쏠릴 것으로 보입니다.
