Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Jeju is conducting a land probe over alleged speculative purchase of estate. The investigation was ignited as land transaction volume reportedly sharply increased just before the site for the island’s second airport was announced. The Province stresses that it will take strict measures against civil servants involved in speculative land purchase. However, transactions made in borrowed names such as family members and relatives are excluded from the probe scope as it’s beyond authorities’ reach. Former employees are also excluded, which provokes controversy over the effectiveness of the probe. Todd Thacker reports. Report It was announced that a provincial investigation into suspicious land purchases in the Seongsan area by civil servants will be based on property transaction reports. The names of land buyers and civil servants will be cross-checked, and if there is a correlation, the province will formally request a probe by the province’s Audit and Inspection Commission. Also when conducting the probe, the Provincial Office will obtain the consent of the relevant parties before their personal information is collected and reviewed. These rules are prompting some to question the effectiveness of any investigation into potential misconduct by public officials. To date, a number of employees of the state-run housing developer, the Korea Land and Housing Corporation, or LH, have refused to release their personal information to investigators. Without individuals’ consent to use their personal information, their personal history of land purchases cannot be accessed. Former officials, family members and relatives of public servants are also excluded from the scope of the probe, even though speculative land purchases are often made under borrowed names. The province has said that it doesn’t have the right to investigate former employees and relatives of employees. Governor Won criticized the Ministry of Land, Infrastructure and Transport for the lack of basis for calculation, stating that Seoul has announced the largest-ever increase in declared value of 19.08% nationwide. He added that according to a survey of the Jeju’s price verification center, the official price of housing announced by the National Government in January had flaws and he stressed the need to conduct a full investigation. Last year, Jeju Island found 43 errors from 439 official housing prices and stated that values of at least 1,100 houses would be distorted. 5.
