Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The April 3rd Peace Foundation said that it counted a total of 412,000 visitors from the beginning of this year through this Wednesday. The number of local group visitors has dropped by 48 percent to 18,000 people. However, those visiting from outside of the island increased by 10 percent to 180,000 people. The foundation analyzed that last year’s 70th anniversary event helped raised nationwide awareness about the incident. 4·3 평화공원 방문객 2년 연속 40만 돌파 제주 4·3 평화공원 방문객이 지난해에 이어 2년 연속 40만명을 돌파했습니다. 제주 4·3 평화재단은 올들어 4일까지의 누적 관람객이 41만 2천명을 기록했다고 밝혔습니다. 도내 초중고등학교를 비롯한 단체 방문객이 1만8천여명으로 48% 감소한 반면 도외 지역의 학교와 단체 방문객이 18만명으로 10% 가량 증가했습니다. 평화재단은 지난해 4·3 70주년을 기점으로 펼쳐진 기념사업이 전국적인 인식도를 높이는데 도움을 준 것으로 분석했습니다.

According to an analysis of last year's market patterns and profitability of outdoor grown mandarin oranges conducted by the Jeju Agricultural Research and Extension Services, farmers sold 1.07 million won per 10 ares, which is 370,000 won higher than sales made through distributors. Although direct marketing puts farmers under more workload as they have to manage fruit packaging, logistics and promotions, the study found that F2C sales ensure higher profitability for farmers. The institute plans to continue searching for business models that can help farmers to independently operate their businesses cost efficiently. 감귤 직거래 판매 '수익' 높아 농가와 소비자간 감귤 직거래 판매가 중간유통단계를 거치는 형태보다 높은 수익을 올리는 것으로 분석됐습니다. 제주도농업기술원이 지난해산 노지감귤 거래형태와 수익성을 분석한 결과 소비자와 직거래했을 경우 10아르당 107만원으로 중간상인을 거쳤을 때의 70만원에 비해 30만원 가량 높은 것으로 나타났습니다. 홍보와 판촉, 배송관리, 선별.포장 등 경영비의 경우 농가 스스로 해야 한다는 부담이 크지만 전체적인 수익면에서는 직거래가 높은 것으로 분석됐습니다. 농업기술원은 직거래 농가들의 효율적인 비용 투입과 경영비 절감을 위한 사업발굴을 지속적으로 추진한다는 계획입니다.

Researchers find high biodiversity in Jeju maritime parks Studied areas found with abundant subtropical and wild animals A study found high biodiversity in the Jeju maritime parks with a large variety of subtropical animals as well as rare wild species. The province commissioned the Korea National Park Research Institute to study natural resources in five sites in the island including Chujado Island, Marado Island, Udo Island, Seogwipo and Seongsan Ilchul maritime parks. Researchers found that a large number of species ranging from 770 up to 1,400 live in each park. In particular, researchers have newly identified 13 endangered species designated by the Ministry of Environment living at the site, including hawks, black-headed snakes and Triton shells. Researchers also found the areas to be home to subtropical marine life, after they discovered a large cluster of Dendronephthya gigantea for the first time in the island. 해양도립공원 희귀-아열대성 생물 다양 제주도내 해양도립공원에 희귀야생동물은 물론 아열대성 생물이 다양하게 서식하는 것으로 조사됐습니다. 제주특별자치도가 국립공원연구원에 의뢰해 추자와 우도, 서귀포, 마라도, 성산일출해양도립공원 등 5군데의 자연자원조사 결과 공원마다 770종에서 많게는 1천 400여종의 생물종이 서식하는 것으로 나타났습니다. 특히 환경부 지정 멸종위기야생생물 1급인 매와 비바리뱀, 나팔고둥 등 13가지의 종을 새롭게 확인했습니다. 또 대형 수지맨드라미류 군집을 처음으로 확인하는 등 아열대성 해양생물이 서식하는 것으로 조사됐습니다.

The fishing boat was torn in half sank into the waters off Chagwido Island due to a deadly fire outbreak on the ship. Five organizations, including the Jeju Coast Guard and the National Forensics Service, found no traces of short circuit inside the cabin or burnt fuel tanks and containers in the stern. Thus, they believe the fire to have started at the bow of the sunken ship. Meanwhile, the local Coast Guard have deployed unmanned submersibles to look for the boat’s bow, but little progress has been made. 해경, "대성호 선미에서 발화한것 아니다" 차귀도 해상에서 불이 난 대성호의 화재원인을 조사하고 있는 해경은 발화지점이 배의 뒷부분이 아닌것으로 확인됐다고 밝혔습니다. 제주지방해양경찰청과 국과수 등 다섯 개 기관이 합동 감식한 결과, 연료탱크와 창고가 불타지 않았고 선실 안에도 합선 흔적 등 불이 시작됐을 것으로 보이는 잔해가 발견되지 않아 불은 선수 부분에서 시작됐을 것으로 보고 있습니다. 한편, 제주지방해양경찰청은 무인잠수정을 투입해 대성호의 선수로 추정되는 물체를 확인하고 있지만 별다른 성과는 없습니다.

  • Jeju had been considered a place of exile for political prisoners until the end of (조선) Joseon Dynasty. Works by political exiles are being displayed at the Jeju National Museum. Mike Balfour reports. The (조선) Joseon Dynasty's 15th king, (광해) Gwanghae, was deposed in a coup. He was exiled to Jeju, the farthest island from the capital city. While staying on the island, he fell ill and died in 1641. (김정희) Kim Jeong-hui, otherwise known as (추사) Chusa, was one of the most celebrated practitioners of calligraphy and a scholar of the late (조선) Joseon period. During his exile in Jeju, he developed the calligraphic style known as the “Chusa style,” based on his studies of models dating back to the earliest periods of Korean and Chinese history. He also produced his most celebrated ink painting, known as (세한도) Saehando. [slug] “Journey to Unknown Place: Story of Exiles to Jeju” Through March 1, Jeju National Museum “Journey to Unknown Place: Story of Exiles to Jeju” is a current exhibition at the Jeju National Museum. The exhibition relates interesting stories about the once isolated island that was used as a place of exile. Oh Yeon-suk / Curator, Jeju National Museum People from various backgrounds, from kings to thieves, were exiled to Jeju during the Joseon Dynasty.   • 5. 11 specialized high school graduates become public servants More high school graduates to work in government officials by 2022 This year, 11 students from specialized high schools in Jeju passed the civil service examination to become local public officials. Eight were accepted into the provincial government and three into the Provincial Office of Education. The number of acceptances this year was more than double that of last year. Digital forensics is used to recover and investigate material found in digital devices. The police said that they will establish a digital forensics center equipped with devices and experts specializing in digital forensics investigation. The municipal police have had to ask the Jeju Provincial Police Agency for digital forensic investigations because they didn’t have proper equipment and human resources to perform such investigations. 자치경찰, 내년 '디지털 포렌식 센터' 구축 범죄 수사의 증거인 컴퓨터나 휴대전화 등을 감식하는 디지털 포렌식 수사가 제주 자치경찰단에도 도입됩니다. 제주자치경찰단은 내년 상반기에 전용 장비와 전문 분석관을 갖춘 디지털 포렌식 센터를 구축한다고 밝혔습니다. 디지털 포렌식은 각종 디지털 기기에 저장돼 있는 정보를 분석할 수 있는 수사기법으로 그동안 자치경찰은 인력과 장비가 없어 제주지방경찰청에 의존해 왔습니다.

  • 3. ‘Province should set more funds to preserve Jeju Batdam’ Provincial councilors point out problems in province’s budget plan Despite the high cultural value of Jeju Batdam, the province has set a very little budget for the preservation and management of the island’s cultural heritage. Batdam is the island’s traditional stone walls registered as one of the Globally Important Agricultural Heritage Systems. The provincial council’s Special Committee on Budget and Accounts held a meeting to review next year's budget and provincial councilor’s pointed out that the budget plan only reflects 8 percent of 15.2 billion won, which is the actually required amount to properly preserve and manage Jeju Batdam. They said the amount is based on the middle and long-term management plan for Jeju Batdam that was established in 2016. Furthermore, lawmakers argued that the province should modify the plan to increase the supply of electric vehicles to reduce carbon footprint as it is in conflict with the existing public transportation expansion policy. They also asked the provincial government to come up with measures to help islanders stand on their own feet as this year’s budget for small business owners and entrepreneurs has slightly decreased. "밭담 보존 예산반영 부족…도정 의지 없다" 제주밭담이 세계중요농업유산으로 등재돼 보존 관리 가치가 높지만 제주도정의 예산 반영이나 집행은 부족하다는 지적입니다. 제주도의회 예산결산특별위원회가 제주도 내년 예산안을 심사하는 자리에서 의원들은 2016년 수립된 밭담 보존 중장기 계획에 따라 내년까지 152억 원이 필요한 데도 실제 반영된 것은 13억 원 정도로 8%에 불과하다고 지적했습니다. 이와함께 탄소없는 섬 정책에 따라 예산을 투입해 전기차 보급을 늘리고 있지만 대중교통 확대 정책과 충돌하고 있다며 전기차 계획을 변경해야 한다고 주장했습니다. 의원들은 또 이번 예산안이 민생경제 활성화 기조로 편성됐다면서도 소상공인과 자영업자 예산은 실제 소폭 감소했다며 제주도가 자생력 강화 방안을 마련해야 한다고 주문했습니다. .

High Court overturns ruling of 'Moon Dae-rim Golf Scandal’ Judge acquits offenders as informant was reliable Judge Lee Jae-kwon of the Jeju office of the Gwangju High Court overturned the original verdict and acquitted the 55-year-old public official, identified only by his surname Kang, who was given a one-year jail term with a suspension of two years on charges of releasing false information under the Public Official Election Act in his first trial. In addition, the Judge also dismissed the original verdict and acquitted the 41-year-old secretary, who was indicted on the same charges and given a six-month jail term with a two-year suspension. The court ruled that the testimony of the informant at the time was reliable and that it cannot be determined whether the offenders purposely released false information. The two were charged for spreading false information about JDC chairman Moon Dae-lim, who was running against Governor Won Hee-ryong in the last local elections. '문대림 골프' 도청 공보관 ·비서관 '무죄' 광주고등법원 제주 제1형사부 이재권 수석부장판사는 공직선거법상 허위사실공표 등의 혐의로 1심에서 징역 1년에 집행유예 2년을 선고 받은 제주도청 공보관 55살 강 모씨에 대한 항소심에서 원심을 파기하고 무죄를 선고했습니다. 또 같은 혐의로 기소돼 징역 6월에 집행유예 2년을 받은 언론비서관 41살 고 모씨에 대해서도 원심을 파기하고 무죄를 함께 선고했습니다. 재판부는 판결문에서 당시 제보자의 진술에 신빙성이 높아 허위사실로 단정할 수 없어 이같이 선고한다고 판시했습니다. 이들은 지난 지방선거 당시 원희룡 후보 캠프의 공보단장과 대변인을 맡으면서 당시 상대 후보였던 문대림후보가 경선 직후 골프를 쳤다는 내용의 논평을 발표해 허위사실 공표 혐의로 고발돼 기소됐었습니다.
