Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The police are strengthening patrols near ports and areas prone to danger. They are also cracking down on life jacket violations of anglers and people who enjoy marine leisure activities. They are placing patrol vessels and rescue boats at the sites where many anglers visit. 해경, 연안 안전사고 '주의보' 발령 최근 연안안전사고가 늘어나면서 제주 해경이 오는 31일까지 사고 위험 주의보를 발령했습니다. 이에따라 항포구와 위험구역에 대한 순찰을 강화하고 갯바위 낚시객과 해양레저객에 대해 구명조끼 착용을 단속합니다. 또 갯바위 낚시객들이 찾는 장소를 중심으로 경비함정과 연안구조정을 전진 배치합니다.

  • 4. More street lamps needed in Jeju 43 people die from traffic accidents at night Recent analysis shows more people have died from traffic accidents at night than during the day. According to the Jeju Provincial Police Agency, an annual average of 80.7 people have died on the road over the past three years. 42.7 of them have died during the night. It is greater than the 38 deaths reported during the day time. The number of pedestrian deaths was 27 at night. This is more than double the number of pedestrians killed during the day, that is, 11 people. The police said the low number of street lights installed per kilometer of roads in Jeju is the main cause of traffic accidents during night time. The number of street lamps per kilometer of roads in Jeju is half of the national average. They have decided to push forward a pilot project to improve lighting in Seongsan-eup, Seogwipo City. 교통 사망사고 야간에 '빈발'…조명 개선 추진 제주지역 교통 사망사고는 주간보다 야간에 더 많이 발생한다는 분석 결과가 나왔습니다. 제주지방경찰청 자료에 따르면, 최근 3년 동안 교통사고로 숨진 사람은 연 평균 80.7명으로 집계됐습니다. 이 가운데 야간이 42.7명으로 주간 38명보다 많았고 특히 보행자 사망사고의 경우 야간 27명, 주간 11명으로 야간에 두 배 가량 많았습니다. 경찰은 제주지역 도로 1km 당 설치된 가로등이 전국 평균의 절반에 그쳐 교통사고로 이어지는 것으로 보고 서귀포시 성산읍에 조명 개선사업을 시범 추진하기로 했습니다.

Egg batches found with inappropriate levels of pesticide and antibiotic residue will be discarded entirely. Violators will be punished in accordance with the Livestock Products Sanitary Control Act. 서귀포시, 유통 달걀 잔류물질 수거검사 서귀포시가 시중에 유통되고 있는 달걀의 안전성을 확보하기 위해 수거 검사를 실시합니다. 이번 검사는 오는 11월 15일까지 9주동안 마트 등에서 유통중인 달걀을 수거한 후 동물위생시험소에 의뢰해 이뤄집니다. 특히 살충제 성분과 잔류항생제 검사 결과 부적합 할 경우 전량 회수해 폐기할 계획입니다. 이와함께 위반 사항에 대해서는 축산물위생관리법에 따라 조치 할 방침입니다.

This is an 11% increase from last year, due to the expansion of beneficiary areas from eup and myeon administrative districts to dong district this year. The Jeju Municipal Office will use a computer system to verify the eligibility of applicants and give out subsidies in November. Last year, some 1,920 fishing households were given subsidies of 1.15 billion won. 제주시지역 수산직불제 2천300여 어가 신청 제주시가 조건불리지역 수산직불제 신청을 받은 결과 2천350 여 어가가 접수됐습니다. 지난해보다 11% 증가한 것으로 올해부터 지급 대상 지역이 읍면에서 동지역까지 확대됐기 때문입니다. 제주시는 앞으로 신청 어가를 대상으로 전산시스템을 활용해 적격 여부를 검증한 후에 11월 중 수산직불금을 지급할 계획입니다. 지난해에는 1천920여 어가에 수산직불금 11억 5천여 만원이 지급됐습니다.

The province recently conducted an inspection on the bus companies and found that two companies had paid the CEOs’ mothers in their 80s and 90s a total of 293 million won in labor costs. The provincial government decided to confiscate the amount and impose fines of 1.8 million won on the companies. Officials said that they will cut financial support for the two bus companies if they won’t collect the amount. Some people point out a lack of police investigation and small fines on the illegal use of subsidies. 준공영제 비상근 임원 억대 인건비 '전액 회수' 버스회사 대표의 80대와 90대 노모에게 억대 인건비를 지급한 업체에 대해 제주도가 전액 회수조치결정을 내렸습니다. 제주특별자치도는 버스 준공영제 감사 결과 후속조치로 보조금을 부적절하게 사용한 업체 두 곳에 비상근 임원 인건비 2억 9천 3백만 원 전액 회수하고 과태료로 180만 원을 부과할 방침입니다. 제주도는 해당 업체가 회수 조치에 응하지 않으면 버스 재정지원금을 삭감하겠다는 입장입니다. 하지만 보조금 부당 사용에 대해 경찰 수사가 이뤄지지 않고 과태료도 소액이여서 논란이 일고 있습니다.

  • Korea's first African swine fever case was confirmed in (파주) Paju on September 17th. The African swine fever is a highly contagious swine disease with a fatality rate of 100%. Local authorities and pig farmers are on the alert to keep the disease at bay. Todd Thacker reports. [slug] Korea's first case of African swine fever confirmed The first case of African swine fever in Korea was confirmed at a pig farm in Paju, Gyeonggi Province on the morning of Sept. 17th. Five pigs at the farm succumbed to illness and two of them were found to have been infected with the deadly virus. National authorities and pig farmers are on high alert. Kim Hyeon-soo / Minister of Agriculture, Food and Rural Affairs We've raised the animal disease alert to ‘severe’, the highest level, after the first outbreak of deadly African swine fever at a pig farm. <김현수 농림축산식품부 장관> "농림축산식품부는 아프리카 돼지열병 양성 판정 즉시 아프리카 돼지열병 위기 경보 단계를 최고 수준인 '심각' 단계로 격상했습니다." According to officials, some 21 pigs are transported from the mainland to the island everyday. Fortunately, none have come from (경기) Gyeonggi Province since August. As the incubation period of ASF is up to 19 days, there is little chance that the virus has made its way to Jeju. Meanwhile, the province has responded by stepping up preventative measures. [slug] Transport of pork, pig entrails from mainland banned A ban on the transport of pork and pig entrails from the mainland was put into effect from the afternoon of the 17th. This will be lifted when the ASF outbreak is halted. [slug] Restricted access for pig farms in effect until 6:30 AM on Sept.19 The province has ordered an islandwide restriction of movement for workers at pig farms, their vehicles and goods until 6:30 a.m. on Sept. 19th to curb the spread of the virus. [slug] Additional disinfection sites to be installed in Aewol, Hallim, Daejeong Along with the standstill, three additional disinfection posts will be installed to assist with quarantine work near slaughter houses and pig farms. Local authorities and pig farmers are working together to help keep the disease at bay. ASF is highly contagious and fatal to swine herds. It occurs among pigs and wild boars. Transmission is by tick bites, secretions from infected pigs and direct contact between animals. Symptoms include fever, loss of appetite, and internal bleeding. Sudden death may occur. The incubation period for ASF is between four and 19 days. [slug] Fatality rate 100%, no vaccine developed ASF doesn't affect humans but is 100% fatal in swine populations. At present no vaccine exists, making prevention all the more critical. The ordinance asks the governor to provide financial and administrative support for the establishment of a baduk-only stadium and promotion of the game. According to the Korea Baduk Association, there aren’t any baduk-only stadiums operated by the government or local governments in Korea. '바둑 전용경기장' 설립 조례안 발의 제주지역에 바둑 전용경기장을 설립하는 방안이 추진됩니다. 제주도의회 박호형 의원은 바둑 전용경기장 조성을 골자로 한 바둑 진흥 지원조례 제정안을 대표 발의했습니다. 조례안은 도지사가 전용경기장 조성 설립을 비롯해 바둑 진흥에 필요한 시책을 수립하고 행정, 재정적으로 지원하도록 했습니다. 대한바둑협회에 따르면 정부나 지방자치단체가 운영하는 바둑 전용경기장은 전국에 한 곳도 없는 것으로 파악되고 있습니다.

Jeju Fire Safety Headquarters found 3,700 accepted reports and 580 rescue dispatch during the holidays. 440 people were rescued or transported to hospitals. The average number of reports per day during Chuseok was 820, which is 43 percent higher than usual. September 14th recorded the most number of complaints during the holidays with 880 reports. 이번 추석 연휴 119 출동건수 580건 지난 추석 연휴기간에 119 출동건수가 600건에 육박했습니다. 제주도소방안전본부가 지난 연휴동안 119 신고와 출동실적을 분석한 결과 모두 3천 700여건이 접수됐으며 이 가운데 580여건에 대해 출동해 440명을 구조하거나 병원으로 이송했습니다. 신고건수로는 평소보다 43% 증가한 820건에 달했으며 추석 다음날인 14일에 880건으로 가장 많았던 것으로 집계됐습니다.
