Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Health officials on call 24-hrs for summer disease control 152 organizations designated for monitoring infectious outbreaks The Jeju Health Center will start emergency quarantine duty from May to prevent the spread of infectious diseases during the summer season. A newly formed epidemiological survey team headed by the chief of the local health center will be on call 24-hours. The center will designate 152 organizations including medical institutions, schools and social welfare facilities to conduct daily monitoring for infectious outbreaks or gastroenteritis. The health center will oversee the disinfection of streams, parks and side streets for pest control. 제주보건소, 감염병 예방 비상방역 근무 제주보건소가 하절기 감염병 예방을 위해 5월부터 비상방역 근무체계에 들어갑니다. 이에따라 보건소장을 총괄반장으로 한 역학조사반을 편성하고 24시간 연락체계를 유지하기로 했습니다. 또 병의원과 학교, 사회복지시설 등 152개소 기관을 지정해 매일 감염병이나 집단설사 환자 발생 유무를 모니터링 합니다. 제주보건소는 모기 등 해충방제를 위해 하천이나 공원, 이면도로 구간에 방역소독을 실시할 계획입니다.

  • The superintendent of education, (이석문) Lee Seok-moon, once again expressed his determination to introduce the International Baccalaureate curriculum to local public schools. Some say that the IB program cannot prepare local students properly for the College Scholastic Ability Test, which is the national college entrance exam in Korea. The superintendent countered that universities can assess and accept students based on academic reports given by schools that adopt the IB curriculum. Mike Balfour reports. [slug] Briefing room of Provincial Office of Education On April 17th, the Superintendent of Education (이석문) Lee Seok-moon, officially expressed his determination to introduce the International Baccalaureate curriculum at local public schools. This follows the decision to translate the english based curriculum into Korean. [slug] Superintendent: IB gains recognition and respect from world’s universities He stressed that IB could innovate the learning process at public schools and restore trust in academic reports. School records are significant and now more critical for acceptance into university. [slug] Superintendent: Public schools can enjoy quality curriculum by adopting IB He added that a limited number of students benefit from the curriculum, mainly students at international schools. Digital tokens on display for the first time in Korea International Electric Vehicle Expo starts May 8 Digital tokens will be on display for the first time in the nation at the 6th annual International Electric Vehicle Expo (IEVE) starting May 8. Digital tokens are also referred to as crypto-tokens that represent an asset or a utility by being hosted on top of another blockchain. The IEVE organizing committee said digital tokens can be commonly used and easily distributed through smartphones and phone numbers. They will also offer digital tokens as a reward to all participants at the expo including speakers and ordinary visitors.   • 2. ‘Greenland Group’s withdrawal was expected’: Governor Future of Korea’s first for-profit hospital unclear In related news, Governor Won Hee-ryong responded to a question on Greenland Group’s announcement at the provincial pressroom on the 29th saying that Greenland’s withdrawal from the business was “predictable”. He added that the government will find ways to normalize the Healthcare Town Project. The governor stated that the cancellation was “inevitable” as the group failed to make sufficient efforts to open the hospital or to negotiate terms with the provincial government. He also said that the hospital may be auctioned off after June due to unpaid construction bills.   • 1. Greenland International Hospital shuts down Remaining 50 employees dismissed, left jobless The Greenland International Hospital announced that it will not open for business. The hospital emailed a letter of dismissal to its remaining 50 employees on Friday. The letter stated that the hospital has worked hard to open for the past 4 years and is now facing no other options but to close due to “unfortunate circumstances”. The notification followed the provincial government’s decision to revoke the hospital’s license for not meeting an opening deadline. Greenland Group filed an administrative suit to annul the local government’s conditional approval of restricting the hospital’s clientele only to foreigners in February. The company’s complaint was met with the government’s cancellation of the license for failing to open within legal deadline without a “reasonable” cause. Greenland Group added that apart from the suit, the local government did not respond to the company’s request for the government to take over the hospital’s operations to resolve employees’ job security issues. 녹지측 병원 사업 포기…근로자 고용해지 통보 제주헬스케어타운의 녹지국제병원측이 사실상 병원 사업을 포기하고 근로자측에 해지를 통보했습니다. 녹지병원 사업자인 녹지제주헬스케어타운 유한회사는 최근 대표 명의로 병원 근로자에게 드리는 글을 통해 4년간 병원설립과 정상적인 운영을 위해 부단히 노력했으나 이제는 병원사업을 부득이하게 접을 수 밖에 없다고 밝혔습니다. 이같은 상황속에 근로자들과 마냥 같이 할 수 없어 이 결정 즉 고용해지를 공지하게 됐다고 덧붙였습니다. 특히 행정소송과 별도로 제주도에 고용유지를 위해 완전한 개설허가를 해 주던지, 완전한 개설허가가 어렵다면 도에서 인수하거나 다른 방안을 찾아 근로자들의 고용불안문제를 해결해 달라고 여러차례 요구했으나 아무런 답을 얻지 못했다고 주장했습니다.

  • 5. Local child abuse occurs mostly at home 160 incidents reported over the past three years The local police found that more than half of local child abuse happen at home. According to the Jeju Provincial Police Agency, 74 cases of child abuse were sent to the local prosecutor’s office in 2016, 99 in 2017 and 96 in 2018. There have been 28 cases remitted to the office this year through March. Authorities reported that child abuse mostly took place at home with 160 cases, which is nearly 60 percent of all reported cases over the past three years. The numbers were followed by 18 cases occurred in schools. 아동학대 절반 이상 '가정'에서 발생 제주지역 아동학대 사건의 절반 이상은 가정에서 발생한 것으로 나타났습니다. 제주지방경찰청에 따르면 아동학대 혐의로 검찰에 송치된 사건은 2016년 74건, 2017년 99건, 지난해 96건에 이어 올해도 3월까지 28건에 이르고 있습니다. 특히 지난 3년간 검찰에 송치된 아동학대 사건의 59.8%인 160여건이 가정 내에서 발생해 가장 많았고 이어 학교가 18건으로 뒤를 잇고 있습니다.

  • Sweetfish is a species native to the freshwaters of East Asia. It is known to only live in very clean water. (월대천) Woldaecheon River in (외도) Oedo-dong was also one of the fish’s habitats. However, sweetfish have left the area after the river became polluted by local human activity. Local residents are now working together to bring the freshwater fish back to the river. Todd Thacker reports. [slug] Oedo-dong, Jeju City This exposed river bed once flowed with fresh water. (월대천) Woldaecheon River used to be a sweet fish habitat that ran freely to the sea. But freshwater fish gradually disappeared as the waterway dried up. [slug] Human activity drives sweetfish away Some 20 years ago, this stream was full of sweetfish. Now, without water to sustain them, the area is empty of life. This problem can be directly attributed to human activity. In response, area residents are working together to restore the river and this natural fish habitat. [slug] Residents release 150,000 sweetfish They have released 150,000 sweetfish into the headwaters of (월대천) Woldaecheon River. [slug] Water levels began dropping 3 years ago Levels at the waterhead began dropping sharply three years ago, ultimately exposing the river bed. To reduce the flow of water, the community has taken steps to block the waterway. In the spring adult sweetfish spawn in rivers and the fish hatchlings enter the sea to feed on plankton during the winter. When the sweetfish hatchlings enter the sea, the dam on the river will be opened. [slug] River contaminated by wastewater discharge in 2017 In 2017, an equipment malfunction at the wastewater pumping station led to a discharge of wastewater into the river, killing all the remaining sweetfish.   • 4. Island’s fish sales fall by a third Local fish catch drops by 30% Fish consignment sales from boats that work the waters around Jeju Island have dropped sharply. Officials say 1,470 tons of fish were sold on consignment through the six (수협)Suhyup branches in the island. That’s a 33 percent decrease compared to the same period last year. Gross sales also declined 26 percent to 15 billion won. The local government said the 30 percent decrease in hairtail and yellow corvina catches is the main reason for poor sales. 지난달 수산물 위판실적 전년 대비 33% 감소 지난달 제주도내 수산물 위판 실적이 크게 줄어든 것으로 조사됐습니다. 제주도가 발표한 3월 어선어업 동향에 따르면 지난달 도내 6개 수협 위판량은 1천 470톤으로 지난해 같은 기간보다 33% 감소했습니다. 위판액도 지난해 보다 26% 줄어든 150억 원으로 저조했습니다. 제주도는 한림과 서귀포시 해상에서 갈치와 참조기 어획이 30% 이상 줄면서 위판실적도 부진했다고 설명했습니다.

The provincial government launched a task force as part of its special management scheme to collect delinquent taxes through June. The team conducted house inspections on a large sum delinquent taxpayer owing 170 million won to the government. Officials found and seized 13 luxury goods including bags, shoes and jewelry. The items will be auctioned off by the Korea Asset Management Corporation. Local officials will continue the inspections of 770 delinquents owing some 21.8 billion won to the government. 고액체납자 가택 수색…고가 사치품 압류 제주도가 체납관리단 출범 이후 처음으로 고액 체납자에 대한 가택 수색을 단행했습니다. 제주도 체납관리단은 지방소득세 등 1억 7천만 원을 체납한 A씨 자택을 수색해 가방과 구두, 보석 등 고가 사치품 13점을 압류했다고 밝혔습니다. 압류한 물품은 한국자산관리공사를 통해 공매할 계획입니다. 제주도는 오는 6월까지를 고액체납액 특별정리기간으로 정하고 218억 원을 체납한 770명을 대상으로 징수 활동을 이어갈 방침입니다.
