Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Jeju’s aging population Over 30% of islanders will be at least 65 in 2040 Analysts say three out of every ten Jeju residents will be 65 or older in 2040. According to the Honam Regional Statistics Office, that age group composes 14.1 percent of the population now. The ratio is projected to hit 32.6 percent around 2040. 20.4 percent of heads of household are now elderly. That metric will hit 43.5 percent. Analysts say the aging population and falling birthrate means that in the year 2040 there will be 1.7 people of working age to support every senior citizen. There are now five. "2040년 도민 30% 65살 이상 고령" 2040년에는 제주도민 10명 가운데 3명이 65살 이상 고령일 것이라는 전망이 나왔습니다. 호남지방통계청은 도내 65살 이상 고령인구를 현재 14.1%에서 2040년쯤에는 32.6%로 증가할 것으로 전망했습니다. 고령자가 가구주인 세대도 현재 20.4%에서 2040년에 43.5%까지 늘어날 것으로 내다봤습니다. 고령자는 증가하는데 반해 출산율은 지속적으로 감소하면서 고령자 1명을 부양해야 할 생산가능 인구는 현재 5명에서 2040년 1.7명으로 줄어들 것으로 예측됐습니다.

  • Land Transaction Permission Zone designation extended Government must approve sales around site for 2nd Jeju Science Park Authorities have extended for another two years the designation of a Land Transaction Permission Zone in (월평동) Wolpyeong-dong and (영평동) Yeongpyeong-dong, Jeju City. The province’s city planning committee extended the designation of 848,000 square meters of land set aside for the second Jeju Science Park until December 18th, 2019. Officials say they made their decision based on the unfinished land compensation and environmental impact assessment process in the area. All land transactions in zones like these must receive prior governmental approval. 제2첨단과기단지 토지거래 허가 연장 제2첨단과학기술단지 예정지인 제주시 월평동과 영평동 일대가 토지거래허가구역으로 2년 더 묶이게 됩니다. 제주도 도시계획위원회는 최근 회의를 열고 2019년 12월 18일까지 제2첨단과기단지 예정부지 84만8천㎡를 토지거래허가구역으로 2년 더 연장하는 방안을 원안 가결했습니다. 이는 아직 단지 조성에 따른 토지 보상과 환경영향평가 등의 절차가 마무리되지 않았기 때문입니다. 토지거래허가구역에서 토지를 거래할 때는 매매계약을 체결하기 전에 반드시 행정시에 신고해서 승인을 받아야 합니다.

  • Crossbred citrus varieties are usually harvested in January, but some growers send them to market early, which drives down prices. To resolve the situation, researchers developed a new crossbreed that matures earlier. Joseph Kim has more. Report Crossbred citrus varieties such as (레드향)Red hyang, (한라봉) Hallabong and (천혜향) Cheonhyehyang are loved by consumers. [slug] Unripe citrus hybrids push down market prices They are shipped to markets in January after the last of the season’s mandarin oranges have been released to the market. However, some farmers ship citrus hybrids to the market prematurely, before they ripen, which causes a drop in the market price. This happens every year. [slug] New ‘winter prince’ variety bred for earlier harvest To solve this problem, the Citrus Research Institute of the Rural Development Administration has developed early harvest citrus variety. It is named “Winter Prince” and crossbred of Harehime variety and (태전병감) Taejeonbyeonggam. [slug] Harvested late November to late December The new variety is harvested between late November and late December, one month earlier than other crossbred citrus. It has a rough peel, but is easy to peel off and its meat is juicy. Its sugar content exceeds 12 degrees brix. It’s at least 2 degrees higher than mandarin oranges. The new variety will be distributed to seedling shops beginning next year and planted on farms from 2019. INTERVIEW Park Seok-man / Researcher, Rural Development Administration Seedlings of the new variety can be distributed to farmers beginning in the winter of 2019. But only 2 percent of them have been actually distributed to citrus growers. Seven former owners of land in Andeok-myeon had appealed a lower court’s ruling in favor of the provincial government and the land expropriation committee. The Gwangju High Court’s first administrative division dismissed the suit. The change, which goes into effect in January, affects 548 people in five departments, including administration, health and hygiene, and agriculture and forestry. The list also includes 246 people in 49 employment and welfare programs. They are the only such workers in the nation to be making the switch to regular employment.   • Local land selling for far less at auction Auction price ratio plummets 37 points The price at which local land is being auctioned off is much lower than its appraised price. According to GG Auction, the ratio of the winning bid to the appraised value fell to 60 percent last month. That’s 37 percentage points lower than where it was last year. It is also the first time the figure has hit 60 percent since February 2012.   • It’s the weekend again, and that means Film Focus. Here’s Mike Laidman with what’s new in local theaters. Report] Another week, more movies. That’s how the wheel turns. But this week, even more so than last, we find only smaller movies, and no big names releases, coming to theatres. Studios are waiting for Star Wars to drop, and giving it a wide berth. For, unless the unthinkable happens, and it tanks, it’s best to just wait it out. This week, we take a look at American Assassin and Slumber - one of which will keep you up at night. Care to guess which? [Slug CG] Mike Laidman Welcome to another edition of Film Focus. I’m Mike Laidman. [Slug CG] American Assassin (2017, Michael Cuesta) A man is drawn into the world of counter-terrorism. After the death of his girlfriend at the hands of terrorists, Mitch Rapp becomes a CIA black ops recruit under the instruction of Cold War veteran Stan Hurley. The pair is then enlisted by CIA Deputy Director Irene Kennedy to investigate a wave of apparently random attacks on both military and civilian targets. Together the three discover a pattern in the violence leading them to a joint mission with a lethal Turkish agent to stop a mysterious operative intent on starting a World War in the Middle East. American Assassin comes at an interesting time for movies. Moviegoers are looking for complex characters at the cinema, whether they’re seeing a simple comedy or a psychological drama. So when an action movie comes along with a focus on espionage and counter-terrorism, we’d expect a little more. Unfortunately, that’s not what we end up with here; the characters aren’t given enough development to stand out from the crowd, and missed opportunities abound. It is possible, of course, that someone who has never seen a spy thriller might be impressed, but in a day and age when even superheroes have complex emotions, there just isn’t enough water to properly float this boat. [Slug CG] Slumber (2017, Jonathan Hopkins) A sleep doctor tries to protect a family from a sleep demon. Alice is a rational-minded sleep doctor, haunted by the mysterious nocturnal death of her younger brother. While performing a routine examination on a traumatized family with sleeping problems, Alice is attacked by the father in his sleep. But when he is thrown into jail and the problems get progressively worse, Alice is forced to abandon scientific rationale and accept that the family is being terrorized by a parasitic demon who feeds on the weak while they sleep: the Night Hag. Slumber lands squarely in B-level horror territory. The build-up is promising, although it relies a little too heavily on transparent jump scares. Later in the movie, when the dam finally breaks, things get a little too cheesy too quickly. Queue the campy horror movie tropes, for the last third of Slumber dives too deep into the rabbit hole to come back as a respectable horror movie. An interesting premise with predictable action means a middling entry, and one that’s maybe best left to a rainy night at home.

The process can now be done online, rather than in person at a community service center. A mother or father may submit an integrated application for pregnancy and birth benefits after identifying themselves or their spouse with an official identity certificate on the government service website called “Government 24.” The support includes child care allowances, lower electricity fees for houses with children, so-called childbirth wages, childbirth support for disabled women, and lower gas fees for houses with multiple children.
