Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The city hired a company that specializes in groundwater surveys to determine the cause of the problem. Researchers concluded that the mud was coming from a construction site for multi-unit housing. The contractor installed equipment to prevent the mud from seeping into the springwater and then resumed work on the project. '용천수 흙탕물' 건축공사 때문으로 결론 지난 8월 KCTV가 보도했던 서귀포시 법환동 용천수 막숙의 흙탕물 오염은 인근에서 진행된 건축공사 때문인 것으로 결론 났습니다. 서귀포시는 지하수전문조사기관에 용역을 맡겨 정밀 조사한 결과 용천수 흙탕물 현상은인근 공동주택 건축공사로 인한 영향으로 판단된다는 결론을 얻었다고 밝혔습니다. 이에따라 해당 공동주택은흙탕물 유출을 막는 차폐 시설을 설치한 상태로 공사를 재개하고 있습니다.

  • \1b to combat pine wilt disease on Hallasan Mountain Cultural Heritage Administration earmarks national funding The Cultural Heritage Administration has set aside one billion won to combat and prevent pine wilt disease on Hallasan Mountain. One of Jeju’s representatives at the National Assembly, Culture, Sports and Tourism Committee member Oh Young-hoon, announced the support. He said the disease has spread from an elevation of 700 meters to 900 meters on the mountain. Oh therefore said he would work next year to get more national funding to stop the outbreak. "한라산 재선충 방제에 국비 10억" 한라산 소나무재선충병 긴급 방제 예산으로 국비 10억원이 확보됐습니다. 국회 교육문화체육관광위원회 오영훈 국회의원은 문화재청이 한라산 소나무재선충 조기 방제를 위해 10억원을 긴급 지원하기로 결정했다고 밝혔습니다. 오 의원은 현재 한라산 해발 7백에서 9백미터 까지 소나무재선충병이 확산됐다며 조기 진압을 위해 내년 방제예산 확보에도 노력하겠다고 강조했습니다.

  • Advisory committee begins work on environmental preservation fund 20 experts to make official recommendations on plan by end of 2018 An advisory committee met Friday at the provincial office to work out the details of a planned environmental preservation fund that polluters will have to pay into. The group is made up of 20 experts from the government, civic organizations, and the tourism sector. The committee will discuss ideas for the fund, seek opinions on how to proceed, and then make recommendations by the end of next year. A working group first proposed this policy in January. Researchers have already launched a feasibility study to determine who will pay into the fund, how much they will contribute, and how the province will collect the contributions. 환경보전기여금 논의 본격…자문위 구성 제주도가 원인자 부담 형태의 환경보전기여금 도입을 추진하는 가운데 오늘(13일) 제주도청 탐라홀에서 전문가 자문회의가 열렸습니다. 행정과 학계, 시민단체 그리고 관광 분야에서 위촉된자문위원 20명은 내년 말까지 활동 하면서 환경보전기여금 도입에 대한 의견을 수렴하고 운영방향 등을 조언 하게 됩니다. 환경보전기여금 제도는 지난 1월 워킹그룹에서 권고한 것으로 현재 부과금액과 대상 그리고 징수방법 등에 대한 타당성 용역이 진행 중입니다.

We’ll kick things off with The Zookeeper’s Wife, and then, as you’ll likely know unless you’ve been under a rock for a while, we’ll be covering Blade Runner 2049 - a sequel to the original that until recently, many thought would never happen. [Slug CG] Mike Laidman Welcome to another edition of Film Focus. I’m Mike Laidman. [Slug CG] The Zookeeper’s Wife (2017, Niki Caro) The story of Warsaw zookeepers at the start of WWII. The Zookeeper’s Wife is the real-life story of one working wife and mother who became a hero to hundreds during World War II. In 1939 Poland, Antonina and her husband have the Warsaw Zoo flourishing under his stewardship and her care. When their country is invaded by the Germans, the two are stunned - and forced to report to the Reich's newly appointed chief zoologist. To fight back on their own terms, Antonina and Jan covertly begin working with the Resistance - and put into action plans to save lives out of what has become the Warsaw Ghetto, with Antonina putting herself and even her children at great risk. Based on facts and on the book by Diane Ackerman means The Zookeeper’s Wife has a strong base from which to spin its story. It stumbles here and there, however, never hitting the same impact that a film like Schindler’s List has. This incredible tale therefore never gets quite the recognition it deserves up on the silver screen. [Slug CG] Blade Runner 2049 (2017, Denis Villeneuve) A young blade runner discovers a long-buried secret. Blade Runner is a seminal, but ultimately polarising, work of science fiction. Some love it, some learn to love it, and some never find it interesting at all. Well, get ready for a whole new look at the world, and growing mythology, of Blade Runner as we sit down to enjoy Blade Runner 2049. Thirty years after the events of the first film, a new blade runner, LAPD Officer K, unearths a long-buried secret that has the potential to plunge what's left of society into chaos. K's discovery leads him on a quest to find Rick Deckard, a former LAPD blade runner who has been missing for 30 years. First things first: the film is beautiful. It pays homage to the original while bringing all that a talented design team and 21st-century advancements have to offer. As a movie, things are looking good, too. This sequel isn’t a cash-grab; Harrison Ford and Ryan Gosling are a pleasure to watch together, the themes are updated and relevant in today’s world, and a staggering new vision of the future is on tap, too. One of the only stumbling blocks is the length, at over 2.5 hours. But if you look past that, you’ll be rewarded with one of the most compelling, and the most beautiful, film of the year.

  • Direct Jeju-Bangkok flight service to resume Eastar Jet to fly route November 30 to March 24 Eastar Jet will resume direct flight service between Jeju and Bangkok, Thailand. The airline discontinued the route last December. It will restart it November 30th and continue service through March 24th. Eastar is offering seven roundtrip flights per week - one everyday. Tickets will be as low as 164,800 won one-way. The airline says the flights will make it easier for Southeast Asians to visit Jeju and for islanders to enjoy Thailand. 이스타항공, 제주-방콕 직항노선 재운항 이스타항공이 제주와 방콕을 잇는 직항노선 운항을 재개합니다. 이스타항공은 지난해 12월부터 운휴에 들어갔던 제주-방콕 노선을 다음달 30일부터 내년 3월 24일까지 재오픈하고 항공권 판매에 들어간다고 밝혔습니다. 운항 스케줄은 7회 매일 왕복운항으로 운임은 편도총액 기준으로 최소 16만4천800원부터 구매가 가능합니다. 이번 제주-방콕 노선 재운항으로 도민들의 해외여행 편의와 외국인 관광객 유치에 도움을 줄 것으로 기대하고 있습니다.

  • Jeju remains free of bovine brucellosis 17th year without an outbreak Despite a widening outbreak across the mainland, Jeju remains free of bovine brucellosis. The Jeju Veterinary Laboratory collected and tested samples from locally grown cattle for the disease. All results came back negative. The island has now remained free of it for 17 years. Elsewhere in the country, authorities have confirmed that 447 animals at 34 farms have the disease. 제주 17년째 소 브루셀라병 청정지역 전국적으로 소 브루셀라병이 확산되는 가운데 제주도에서는 감염된 소가 발견되지 않았습니다. 제주동물위생시험소는 도내 소 사육 농가에서 시료를 채취해 검사한 결과 모두 음성 판정이 나왔다고 밝혔습니다. 이에따라 제주는 17년째 소 브루셀라병 청정지역을 유지하게 됐습니다. 한편 타 시도의 경우 이달까지 34개 농가 447마리에서 브루셀라병이 발병했습니다.

  • Plunge in housing construction 22% fewer permits issued through September this year Officials are issuing far fewer construction permits for new housing, a figure that had been on the rise until last year. Jeju City issued 2,100 permits through September this year - a full 22 percent fewer than during the first nine months of 2016. Permits for apartment construction plunged the most at 58 percent, while those for multi-unit buildings fell 40 percent, and those for single family detached houses dropped 19 percent. Analysts blame a housing supply glut coupled with stricter loan rules and higher interest rates. They say the slowdown will continue for the time being. 주거용 건축허가 급감…감소세 지속될 듯 지난해까지 급증했던 주거용 건물 건축허가 건수가 크게 감소하고 있습니다. 제주시에 따르면, 올들어 지난달까지 주거용 건축물 건축허가 건수는 2천 100여 건으로 지난해 같은 기간보다 22% 감소했습니다. 종류별로는 아파트가 58% 줄어 가장 큰 감소폭을 보였고 연립주택과 다세대주택 40%, 단독주택은 19%가 줄었습니다. 최근 주택공급 과잉과 대출규제 강화, 금리 인상 등의 영향으로 주거용 건축물 감소세는 당분간 이어질 것으로 전망됩니다.

  • Summer heat wave killed nearly 600,000 farmed flatfish \2.4b in damage The heatwave and accompanying high water temperatures in August caused the deaths of nearly 600,000 farmed flatfish. The provincial government says 569,000 fish at 41 aquafarms perished, causing 2.4 billion won in financial losses. Over 145,000 died in Jeju City. The toll in Seogwipo was north of 423,000. The government provided 102 million won in assistance to nine aquafarms that didn’t have insurance policies that covered the damage. 올 여름 양식장 넙치 57만마리 폐사 올 여름 기록적인 폭염과 고수온 현상으로 제주도내 양식장에서 폐사한 넙치가 57만마리에 이르는 것으로 나타났습니다. 제주도에 따르면 지난 8월 한달동안 고수온 현상으로 41개 어가에서 넙치 56만9천여 마리가 폐사해 23억5천여 만원의 재산피해가 발생한 것으로 집계됐습니다. 지역별로는 제주시 14만5천여 마리, 서귀포시 42만3천여 마리 등입니다. 제주도는 피해 어가 가운데 양식재해보험에 가입한 곳을 제외한 9개 어가에 재해대책비 1억200만원을 지원했습니다.

  • ‘Not enough compensation for our land and buildings’ Property owners near airport demand more money The Korea Airports Corporation plans to expand Jeju International Airport infrastructure, but property owners near the facility say they aren’t being offered enough money for their buildings and land. At a Thursday meeting at the provincial office, the property owners demanded more compensation from the corporation. Some demonstrated outside the meeting with pickets. The corporation plans to buy 146 plots near the airport. It has set aside 37 billion won for that 107,000 square meters of land. 제주공항 확장 부지매입 보상협의 '난항' 제주공항 인프라 확충 개발을 위해 수용되는 주변 토지와 건물에 대한 보상협의가 난항을 겪고 있습니다. 오늘(12일) 제주도청에서 열린 제주공항 단기 인프라 확충 보상 협의에서 주민들은 보상가가 시세에 턱없이 낮다며 현실적인 보상을 요구했습니다. 특히 일부 주민들은 공항 개발 자체를 반대하는 피켓을 들며 회의장 앞에서 항의하기도 했습니다. 공항 확충에 수용되는 주변 토지는 제주시 다호마을을 비롯한 146필지, 10만 7천여 제곱미터로 사업시행자인 한국공항공사는 보상가로 370억원을 책정했습니다.
