Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Current Social Distancing for Next 3 Weeks Amid no signs of decline of COVID-19, the current social distancing measures will be extended to February 6th. The Prime Minister (김 부겸) Kim Boo-kyum said on the 14th that the current social distancing measures will continue for the next three weeks, including Lunar New Year holidays. As a result, the operating hours for restaurants and cafes will continue to be restricted by 9 p.m. However, considering financial damages caused by social distancing, the ban on gatherings of 5 or more people will be eased. Private gatherings of up to six people will be permitted. 현행 거리두기 3주간 유지…사적모임 6인까지 코로나19 확산세가 꺾이지 않는 가운데 현행 사회적 거리두기가 다음 달(2월) 6일까지 연장됩니다. 김부겸 국무총리는 오늘 중앙재난안전대책본부회의에서 정부는 설 연휴를 포함해 앞으로 3주 동안 현행 사회적 거리두기를 유지한다고 밝혔습니다. 이에 따라 식당과 카페 등의 영업시간 제한은 밤 9시로 그대로 유지됩니다. 다만 방역조치로 인한 피해를 감안해 사적 모임 제한 인원은 기존 4명에서 6명까지 확대하기로 했습니다.

  • Changing Funerary Customs This is the island's first natural burial ground for cremated remains, (어승생 한울누리) Eoseungsaeng Hanulnuri Cemetery, which opened in 2012. At first sight, it looks like a public park with rocks, trees, and grassy areas. Small monuments under the neatly arranged trees show that this place is a cemetery. The ratio of Jeju residents choosing cremation is 77.4 percent. That's the lowest in the nation, but it's a big leap from 48 percent back in 2010. With awareness of cremation growing rapidly, more people are opting for internment in a natural burial ground. At present, (어승생 한울누리) Eoseungsaeng Hanulnuri Cemetery is expected to reach capacity in the first half of this year. There are four types of interment spaces in the cemetery: around a tree, in a garden plot, around a flowering shrub, or in a grassy area. The first three types are already full, and more than 90 percent of the grassy area is occupied. Jeju City is planning to convert the (동부) Dongbu Public Cemetery into a natural burial ground to meet the growing demand. Three burial sections out of 10 in the cemetery will be switched to this newer type. This will accommodate up to 30,000 cremated remains on 40,000 square meters. However, if this conversion project fails to be completed on schedule, natural burials on the island could come to a halt. We've successfully brought national funds to build a natural burial ground at Dongbu Public Cemetery before the Eoseungsaeng Hanulnuri Cemetery is full. Traditionally, Jeju's funerary customs have involved interring loved ones in family burial plots. But an increasing number of families are choosing more practical - and ecological - ways of honoring a deceased family member. 달라지는 장묘문화…한울누리공원 '포화' 지난 2012년에 문을 연 제주도내 첫 자연장 공원인 '제주 어승생 한울누리공원'입니다. 언뜻 보기에도 장례시설보다는 도심 속 공원의 모습과 비슷합니다. 공원 곳곳에 마련된 정원과 나무 아래로 이름이 새겨진 작은 비석들이 보입니다. 지난해 제주 지역의 화장률은 77.4%로 전국에서 가장 낮은 수준입니다. 하지만 지난 2010년 48%였던 점을 감안하면 화장율은 매해 크게 오르고 있습니다. 과거와 달리 화장에 대한 인식이 달라지고 자연친화적인 자연장을 선호하는 사람들이 늘면서 한울누리공원은 올 상반기 만장될 것으로 예상되고 있습니다. 실제로 수목형과 정원형, 화초형 안장은 가득 차 이미 자리가 없고 잔디형 안장은 90%를 넘어섰습니다. 제주시는 이같은 추세에 매장형 묘지로 조성한 제주동부공설묘지를 자연장지로 전환하기로 했습니다. 동부공설묘지 10개 구역 가운데 3개 구역, 4만 제곱미터에 3만 구를 안장할 수 있는 규모입니다. 적지에 사업을 마무리하지 못한다면 장묘대란에 대한 우려도 나오고 있습니다. <인터뷰 : 장경식 / 제주시 노인장애인과> "제주도 화장률이 증가하면서 한울누리공원 선진 장사시설인 자연장지 만장에 대비해서 동부공설묘지에 국비를 확보해서 자연장지를 조성하고 있습니다." 가족과 문중 묘지 등의 영향으로 매장 문화가 우세했던 제주에서도 시대가 흐르며 실용성을 중시하는 장묘 문화가 점차 자리잡고 있습니다.

The park changed the operating method to offer chances of exhibiting works to various artists. Applicants should be from Jeju, or have stayed in Jeju for more than 6 months. Applications will be accepted through February 4th. Successful candidates will be selected in the middle of February and 10 to 20 million won of exhibition support costs will be provided to them. 오백장군갤러리 기획전시 공모 전환 돌문화공원관리소가 올해부터 오백장군갤러리 1층 전시실 기획전시를 공모 방식으로 변경, 운영합니다. 이는 문화예술인의 작품 전시 기회를 제공하기 위한 것으로 제주 출신이거나 제주에 거주하며 6개월 이상 작품활동을 하는 도외작가 등이 신청할 수 있습니다. 신청기간은 다음달(2월) 4일까지 입니다. 대상자는 다음달 중순 확정되며 최소 1천만원에서 최대 2천만원 범위에서 전시비용이 지원됩니다.

Jeju City will select successful candidates with consideration of houses unoccupied for a long time with environmental hindrance, structures that can lead areas to crime-ridden districts and buildings that have the potential to offer as spaces for public parking lots after removal. 제주시, 빈집 실태조사·정비사업 추진 제주시가 읍면동 지역에 방치된 빈집에 대한 실태조사와 정비사업을 추진합니다. 빈집 철거를 희망할 경우 건축주 등이 철거동의서를 첨부해 읍면동 주민센터에 신청하면 현지 실사를 통해 우선 순위에 따라 사업을 추진하게 됩니다. 정비사업 대상은 오랜기간 방치돼 주변 환경을 저해하는 빈집과 청소년 탈선과 우범지대 조성 위험이 있는 건축물, 철거 후 공용주차장으로 토지를 제공할 경우 등을 고려해 선정할 계획입니다.

  • 400,000 Plus Vehicles Operating in Jeju The number of vehicles operating in Jeju exceeds 400,000 for the first time. According to the data released by the province, the number of registered cars in Jeju is 658,000 as of 31st of the last month. This is an increase of 45,000 cars compared to the year before. The number of privately owned cars is 396,000, followed by business vehicles with 259,000 and official vehicles with 2,400. Also noteworthy, the number of cars which are registered in Jeju, but are operating in other areas amounts to 255,000. Thus, the total number of vehicles that are actually operating in Jeju is 402,000. The number of cars per capita in Jeju is 0.9 which is higher than the national average of 0.4. The number of cars owned by a household is 2.1 which is the highest in the country. 도내 실제 운행차량 40만대 넘어 제주지역에서 실제 운행되는 자동차 수가 처음으로 40만대를 넘어섰습니다. 제주도가 공개한 자동차 현황 자료에 따르면, 지난달 31일 기준 제주에 등록된 차량은 65만 8천여 대로 1년 전보다 4만 5천여 대 늘었습니다. 용도별로 보면 자가용이 39만 6천여 대로 가장 많았고 영업용 25만 9천여 대, 관용차 2천 400여 대 순이었습니다. 제주도에 등록했지만 운행은 다른지역에서 하는 이른바 역외 세입 차량 25만 5천여 대를 제외하면 도내에서 실제 운행하는 차량은 40만 2천여 대로 집계됐습니다. 인구당 차량 보유 대수는 제주가 0.9대로 전국 평균 0.4대보다 많았고 세대당 보유 대수는 제주가 2.1대로 전국에서 가장 높았습니다.

The defendant had gambled for four months from December of 2020.   • Price of Winter Vegetables Decline The price levels of carrots and cabbages, which are representative winter vegetables in Jeju, are showing downturns. According to the Jeju City Municipal Office, the price of a box of 20 kg carrots is 18,000 won, which is a 39% decrease compared to the price of the average year, that is 30,000 won.. 8 kgs of cabbages are being sold at 3,600 won. This is a 58% drop from 8,700 won, which is the price level of the average year. The city government analyzed the reasons for the price drop. The quality of local carrots has declined due to their poor growth and excessive supply of cabbages caused by increase in cultivation areas in Jeollanam-do Province. In addition, decrease in consumption and unanticipated distribution markets caused by COVID-19 also affect the price levels. 제주 당근·양배추 등 월동채소 가격 하락세 제주의 대표적 월동채소인 당근과 양배추 가격이 하락세를 보이고 있습니다. 제주시에 따르면 당근은 20kg 1상자에 1만8천원대로 평년 3만원 대비 39% 하락했습니다. 양배추의 경우 8kg 한망에 3천600원 대로 평년 8천700원에 비해 58% 떨어졌습니다. 당근은 생육부진에 따른 품질 저하, 양배추는 전남지역 재배면적 증가로 인한 과잉 공급이 가격하락에 영향을 끼친 것으로 제주시는 분석하고 있습니다. 또 코로나19 여파로 소비가 줄고 유통시장도 불투명해진 것도 영향을 주고 있습니다.

  • Food Benefit Debit Card Launched The provincial government has changed how it helps children who are in need or are likely to skip meals. Food had been delivered to beneficiaries' homes when school meals were not available due to school vacation or other reasons. Beginning this year, meal vouchers are being issued in the form of a special payment card, provided by (농협) Nonghyup Bank, and can be paid at convenience stores, restaurants and bakeries where the BC credit and debit cards are accepted. Eligible children will have increased funds for a one-time payment to 7,000 won from 5,000 won. That's a 40 percent increase. The food benefit debit card works just like a debit card. But purchases are limited to food items. PHONE INTERVIEW Gang Sun-nyeong / Representative, Province The debit card can be used at bakeries and supermarkets, but its use is limited to food. Beneficiaries of child allowances are being expanded. 100,000 won had been paid a month to each child aged upto 7 regardless of household income. Beginning this year, children aged 8 become eligible for the allowances. Babies born this year will receive 300,000 won every month until they turn two years of age. Children who are enrolled in a daycare center will receive 500,000 won in the form of a voucher which can be paid at the daycare. Every family of a newborn will get 2,000,000 won also in the form of a voucher beginning this year from April, in addition to the existing childbirth grant. Families of newborns and children under two can apply for grants at their local community center or the website, (복지로) bokjiro.go.kr. 결식 아동 급식카드 첫 도입…보육정책 확대 형편이 어렵거나 가정 문제 때문에 끼니를 거르기 쉬운 결식우려 아이들을 대상으로 한 지원 방식이 바뀝니다. 그동안 방학 등으로 학교 급식이 어려워지면 대다수의 결식 아동의 집에 반찬 등 식재료를 배달해 왔습니다. 하지만 올해부터 급식카드가 발급됩니다. 농협 BC카드로 발급되는 급식카드는 편의점과 식당, 빵집 등 가맹점에서 돈을 대신해 사용할 수 있습니다. 식대 비용도 인상됐습니다. 급식카드로 먹을 수 있는 한 끼 비용은 7천 원, 종전의 5천원에서 40% 올랐습니다. 다만 편의점 등에서 음식 등과 관계 없는 제품을 구매할 때는 제한이 따릅니다. " 아동수당도 확대 지급됩니다. 지난해까지 소득 수준에 관계없이 만 7살 미만의 아동에게는 메달 10만원의 아동수당이 지원됐습니다. 올해부터 대상 아동 연령이 만 7살에서 8살까지로 확대됩니다. 올해부터 태어난 아동은 만 2살이 될 때까지 영아 수당으로 매달 30만원을 받습니다. 만약 2살 미만 아동이 어린이집을 다니면 월 30만원의 현금 대신 50만원 상당의 보육료 바우처를 받습니다. 또 저출산 극복을 위해 제주도가 다자녀 가정에 주는 출산 장려금과 별도로 오는 4월부터 모든 신생아에 대해 200만원 규모의 '첫만남이용권'을 지급합니다. 첫 만남이용권과 영아 수당은 주소지의 주민센터나 온라인 '복지로' 누리집에서 신청 가능합니다

The GPS navigation applications showed that 323,000 cars headed towards Seongsan Ilchulbong Peak, followed by 230,000 cars headed towards Udo Island and 171,000 cars headed towards Saryeoni Forest. The month with the most number of vehicles visiting tourist attractions was October, followed by May, April and November. 지난해 관광객 차량 최다 방문지 '성산일출봉' 빅데이터 분석 결과 지난해 관광객들이 차량을 이용해 가장 많이 찾은 관광지는 성산일출봉으로 분석됐습니다. 한 빅데이터 전문기업이 내비게이션 어플과 제주관광공사의 데이터를 분석한 결과 관광지 조회 수와 도착 차량 수가 가장 많은 곳은 성산일출봉으로 집계됐습니다. 해당 어플을 이용해 성산일출봉으로 향한 차량은 32만 3천여 대였고 이어 우도 23만여 대, 사려니숲길 17만 1천여 대 순이었습니다. 해당 관광지에 차량이 가장 많이 몰린 달은 10월이었고 이어 5월, 4월, 11월 순으로 조사됐습니다.
