Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

It has been discovered that Patient #26, who was confirmed just this week, did not register on the electronic log with a personal QR code when visiting a local bar. The urgency of the issue came to light when investigators were not able to trace Patients #21 and #24 starting from July 16th. They were only able to discover the 26th patient by inspecting credit card statements. The Jeju quarantine authorities are asking for active cooperation from businesses to properly record visits, as there is little chance of tracking down possible infected persons if there is no electronic trail. 3. 고위험시설 출입명부시스템 의무화 '허점' 코로나19 전파 고위험시설에 대해 QR 코드를 기반으로 한 전자출입명부시스템이 의무화됐지만 농어촌 지역에서는 제대로 지켜지지 않고 있어 대책마련이 시급하다는 지적입니다. 이번 제주의 26번 확진자의 경우 문제가 되고 있는 유흥주점을 방문할 당시 QR코드에 의한 전자출입부 명부를 작성하지 않은 것으로 나타났습니다. 이 때문에 21번. 24번 확진자가 감염 판정을 받은 지난 16일부터 방역 사각지대에 놓여 있었고 때마침 신용카드를 사용한 사실이 확인돼 뒤늦게 검사 대상에 포함돼 확진판정까지 이르게 된 것입니다. 제주방역당국은 당시 신용카드로 결제하지 않았더라면 감염된 사실을 모른 채 자칫 깜깜이 전파 가능성도 컸었다며 방문기록 작성에 적극 협조해 줄 것을 당부하고 있습니다.

Along with the reopening, the Jeju Tourism Organization’s duty free shop at the port, which has also been closed for years, is preparing to resume business. The passenger ship “Sunrise Jeju” has begun sailing between (성산) Seongsan Port in Seogwipo and (녹동) Nokdong Port in (고흥군) Goheung-gun, South (전라) Jeolla Province. Since MERS, or Middle East Respiratory Syndrome, led to the suspension of the route connecting (장흥) Jangheung, South (전라) Jeolla Province in 2015, it has been five years since (성산) Seongsan Port welcomed ships from the mainland. Operator H Ferry can transport 630 passengers and 170 cars per day between Seongsan and Nokdong Ports. The Jeju Tourism Organization is reopening its duty free shop at Seongsan Port for tourists who leave the island by ferry. The shop has been closed for years. The JTO is planning to reopen its pickup location first, and then resume duty free operations next month after renovations are complete. Expectations for the tourism and logistics industries on the east side of the island are high. According to the Jeju provincial government, the amount of goods and sales of fishery cooperatives were estimated at 19,000 tons and 180 billion won, respectively, in the first half of this year. The amount of goods increased by 26% and the sales of good sold increased by 42% compared to the same period last year. The amount of cutlassfish sold was 8,700 tons, which is an increase of 74 percent from last year's sales and yellow croakers saw a 59 percent increase. On July 16th, the Jeju Fisheries Research Institute released 30,000 young cuttlefish that were cultivated in the sea areas of Gimnyeong in Gujwa-eup. Cuttlefish usually grows up to 20cm in a year, and are widely distributed on the coast of Jeju, but the haul of cuttlefish has greatly reduced in recent years. The Institute is planning to investigate whether the released cuttlefish can become a possible source of fishing income, and will also conduct caged experiments to discover the first link in the food chain. 4. 갑오징어 3만 마리 첫 방류…신규 소득원 육성 제주 해역에 어린 갑오징어가 처음으로 방류돼 새로운 어업 소득원으로 육성됩니다. 제주도 해양수산연구원은 16일 구좌읍 김녕해역에 자체 생산한 어린 갑오징어 3만 마리를 방류했습니다. 갑오징어는 보통 1년생으로 20cm까지 자라며 제주 연안에 광범위하게 분포하지만 최근 어획량이 크게 줄어든 실정입니다. 해양수산연구원은 방류한 갑오징어가 어업 소득원으로 가능할지 연구하는 동시에 항내 가두리에서 사육시험을 통해 초기 먹이계열을 조사할 방침입니다.
