Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

During a press conference marking the 1st anniversary of Governor Won’s inauguration on Thursday, he emphasized that the construction of the second airport proceeds as planned unless significant defects are found. The governor pointed out that he has a responsibility to create a new airport that will help improve the future of the island's residents. He also said that the provincial government plans to consult with Seoul to ensure that its priorities, including a right to participate in operations of the new airport, are fully reflected and will hold discussion sessions with residents to collect their opinions. Won added that local officials know the difficulties islanders and related industries are facing due to the rental car quota system and the and garage proof system. He said they would work to minimize the burden by taking measures step by step. Members of the association held a press conference in front of the Jeju Provincial Office of Education on Monday and said they are going on strike to negotiate wages and establish a fair salary system for temporary school staffs. 1,000 people out of the 1,700 members of the association will participate in the strike. The Provincial Office of Education announced countermeasures to provide alternative meals and student care services during the strike on Wednesday. Meanwhile, student care services will be provided as usual by substitute teachers.   • Late last week we heard about difficulties that have emerged between the province and JCC, the developer of the Ora Tourism Complex. A major sticking point is JCC’s refusal to follow a request by the province to guarantee their project plan by depositing 330 billion won in the province’s bank account. Todd Thacker has more on this story. The Ora Tourism Complex is set to occupy 3.5 million square meters of land in the (오라동) Ora-dong neighborhood of Jeju City and focus on housing and convention facilities. [slug] Price tag: 5.2 trillion won, 65% developer-owned capital The cost of construction will total some 5.2 trillion won. According to the developer's initial plan, 1.8 trillion won, or 35 percent, would be covered by the sale of housing units. Another 3.3 trillion won, or 65 percent, would be made up of developer-owned capital. [slug] Committee formed in 2017 to verify developer funds In light of the substantial sum involved, the province made further inquiries and in 2017 organized a committee to verify that developer had the required capital. [slug] Committee asked JCC to deposit \330B It subsequently requested a 330 billion won deposit be placed in the province's bank account. That's 10 percent of the funds cited in the developer's plan. [slug] Deposit deadline missed on June 30 The committee had set June 30 as the deadline for the deposit, but that date has since passed. [slug] Developer says committee's request is ‘unjustified’ According to the province, the developer reaffirmed its commitment to proceed with the development project at a working level meeting held in early June. But the developer refused to pay the deposit saying the committee's request is unjustified. [slug] Developer keeps silent about possible compromise Governor Won Hee-ryong has since softened his stance and suggested that his office would consider alternatives proposed by the developer. The developer, however, has refused to comment. Following the failed deadline, the next step is for the committee to resume its investigation into the developer’s financials. According to the Korea Appraisal Board, prices fell by 0.02 percent in the third week of June compared to the previous week, continuing its fall for three consecutive weeks. Koreans tap Jeju as 2nd most popular summer getaway A huge jump in ranking from 2017 and 2018 Jeju placed second behind Gangwon-do Province as Korea's most popular summer vacation destination, according to a recent survey by the Ministry of Culture, Sports and Tourism. The 5-day survey of more than 1,000 Koreans on their summer vacation plans from July 13th. It found that 48% of the participants have their own plans for this summer. Jeju was ranked second most preferred domestic vacation spot with 17% of respondents selecting Jeju. Gyeongsangnamdo province and Jeollanamdo province followed as 3rd and 4th in place, respectively. According to the Jeju branch of the Bank of Korea, sales of duty-free shops in Jeju during the first quarter of this year increased by 32.7 percent compared with the same period last year. The sales growth rate has been above 30 percent since the third quarter of last year. The Bank of Korea analyzed that the huge market expansion of Chinese e-commerce, especially Wechat’s Weishang, a Chinese online shopping stored based on Wechat’s social media platform, has led to a significant increase in sales of conglomerate duty-free shops in Jeju. Officials predicted the sales of large duty-free shops will continue to grow due to increasing demands from merchants who purchases tax-free goods in South Korea and sells them in China. They added that they will make their case on the world stage if the National Assembly does not focus on passing the revision bill of April 3rd Incident Special Act. According to the Ministry of Justice and the Jeju branch of Korea Airports Corporation, three Indians entered Jeju on June 9th and left for Taiwan on the 19th with forged Dutch passports. Immigration officials failed to initially recognize their fake passports. They knew that the Indian family departed from Korea with fake passports after the Taiwanese immigration office reported that the family were deported to Korea by using fake passports. The family was repatriated to India after they were deported back to Korea and banned from entering Korea. The Ministry of Justice said officials did not doubt that their passports were fake as they had numerous travel records to U.S and Europe. The Indian family was passing through South Korea to disguise themselves as tourists to reach Canada. 인도인 일가족 제주공항서 위조여권으로 출국 인도인 일가족이 위조여권으로 제주공항을 빠져나간 사실이 뒤늦게 알려져 논란이 일고 있습니다. 법무부와 제주공항공사에 따르면 지난 9일 제주에 들어온 36살 A씨 등 인도인 일가족 3명은 열흘 뒤인 지난 19일 위조된 네덜란드 여권을 이용해 대만으로 출국했습니다. 이들은 대만에서 입국이 거부돼 국내로 되돌아온다는 보고를 받고서야 출입국 당국이 위조 여권을 인지한 것으로 전해져 빈축을 사고 있습니다. 현재 이들은 우리나라로 돌아온 뒤 본국으로 송환조치 됐으며 위조 여권을 사용한 혐의로 입국금지됐습니다. 법무부는 이들이 캐나다 입국을 목표로 관광객으로 위장하기 위해 우리나라를 거쳤는데, 여권에 미국과 유럽에서 여행한 기록이 많아 의심할 수 없었다고 해명했습니다.

Increased outflow from Yangtze River to flow into local sea Province to dispatch team to survey low salinity water in western coastal waters The increased outflow from the Yangtze River in China is raising the possibility of low salinity water flowing into the waters of Jeju. The Jeju Ocean and Fisheries Institute said that outflow from the Yangtze river increased to 47,000 tons of water per second, marking a 20% rise compared to last month. This amount of outflow is similar to the amount of low salinity water flowing into the local waters in 2016. The institute will dispatch an emergency response team to survey low salinity water in the western coastal waters of the island. 中 양자강 유출량 증가 '저염분수' 유입 우려 중국 양자강 유출량이 크게 늘면서 제주 해상으로의 저염분수 유입 가능성이 높아지고 있습니다. 제주특별자치도 해양수산연구원은 최근 중국 양자강 유출량이 초당 4만 7천톤으로 지난달과 비교해 20% 늘었다고 밝혔습니다. 이같은 유출량은 제주에 저염분수가 유입됐던 지난 2016년과 비슷한 규모입니다. 제주도 해양수산연구원은 비상상황반을 편성해 서부 연근해를 중심으로 저염분수 예찰 조사를 실시할 계획입니다.
