Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Island on emergency footing as typhoon turns north Talim expected to bring heavy winds and rain Typhoon Talim is taking a more northward track, so the provincial disaster response office has enacted emergency measures. The office has ordered the Jeju City and Seogwipo municipal administrations, as well as other relevant organizations, to fully prepare for what is forecast to be an indirect hit. Those efforts include making sure everything is safe and secure and checking areas that are prone to storm damage. Talim is expected to bring strong winds with it, so the office is urging everyone to ensure signs, cattle sheds, vinyl greenhouses, and other facilities are secured. They are also asking area residents to keep an eye on the forecast and refrain from going outside to prepare ancestral graves for the upcoming holidays or to do other activities should the conditions become too rough. 태풍 '탈림' 북상, 비상근무체제 돌입 제18호 태풍 탈림이 북상하면서 제주도 재난안전대책본부가 비상근무체제에 돌입했습니다. 재난안전대책본부는 태풍으로 인한 위험요인을 없애고, 재해취약지역에 대한 예찰활동 등 태풍대비에 만전을 기해 줄 것을 관련부서와 행정시에 요청했습니다. 이번 태풍이 강풍을 동반할 것으로 예상되는 만큼 옥외광고물과 축사, 비닐하우스, 양식시설을 고정하는데 신경써 줄 것을 당부하고 있습니다. 또 기상특보를 예의주시하면서 태풍이 내습할 경우 벌초와 외출을 자제해 줄 것도 당부했습니다.

  • The Korea Construction Association, Childfund Korea, and KCTV Jeju have joined hands to improve the living conditions of children in need. Mike Balfour has the story. Report [slug] Construction association, Childfund Korea, KCTV join forces to help kids KCTV Jeju and the Jeju branch of the Construction Association along with Childfund Korea are working together on the so-called “Love House” campaign. The three organizations have joined hands to repair homes, helping underprivileged children by improving their living environment. Childfund Korea chooses the beneficiaries and the Korea Construction Association carries out the repairs on the homes. KCTV Jeju’s role is to report these happenings in order to to engage public attention. [slug] Each organization responsible for different aspect of project The construction association takes on the renovation expenses and members of the association volunteer their time. This goes beyond the mere fixing homes. Construction association member companies will be paired with a child in need of financially support.   • Green mandarins pass tests for toxic pesticides Researchers find miniscule amounts that pose no danger Scientists say the island’s unripe mandarin oranges contain no harmful levels of toxic pesticides. Jeju Agricultural Research and Extension Services tested citrus for 320 pesticide components. They randomly selected the fruit from 11 groves that have applied for shipping rights for the green mandarins, which some consider a delicacy. Among the 320 pesticide components, researchers discovered miniscule amounts of 16. They maintain, however, that they pose no danger at those levels. 제주산 풋귤, 농약 안전성 검사 모두 적합 제주산 풋귤이 비교적 안전한 것으로 확인됐습니다. 제주특별자치도농업기술원이 풋귤 출하 신청 11농가를 무작위로 선정해 농약성분 320종에 대한 안전성 검사결과 모두 적합한 것으로 나타났습니다. 320종 가운데 16가지의 농약성분이 검출되기는 했지만 잔류량이 매우 낮은 것으로 분석됐습니다.

  • Officials end feasibility study for Jeju-Mokpo underwater tunnel Jeollanam-do officials say project would lack public support in Jeju Officials have suspended a feasibility study on the construction of an underwater tunnel that links Jeju and Mokpo. Jeollanam-do recently directed Seoul National University’s industrial-academic collaboration foundation to cease work on the project. Officials there determined that the study was inappropriate. They said they would need the support of Jeju residents to build the tunnel, because national funding would be used in its construction.   • Travel agencies accused of holiday price gouging National Assemblyman says flight tickets as much as 53% more expensive One of Jeju’s representatives at the National Assembly wants to crack down on online price gouging for holiday flight tickets. Democratic Party representative Wi Seong-gon says some travel agencies are selling Jeju-Gimpo tickets for the upcoming holidays for between 116,000 and 149,000 won. That’s 20 to 53 percent higher than the normal price, which is just 97,700 won. Mr. Wi blames the transport ministry for doing nothing to stop airlines from giving travel agents first dibs on their tickets. He insists the entire system needs to be improved. Violations include providing money or food at events or gatherings of constituents, giving out presents at senior citizens centers, and putting up banners seeking support that are disguised as holiday greetings. Politicians and those planning to run are, however, allowed to send out greetings via SMS, Twitter, Facebook, Kakaotalk, and other social networking services.   • Jeju Credit Guarantee Foundation earmarks \20b in Chuseok loans Ensuring self-employed islanders have enough money for holidays The Jeju Credit Guarantee Foundation is making 20 billion won available in holiday loans to self-employed people on the island. In order to ensure people who work for themselves have enough money to make it through Chuseok, the foundation has cut the loan processing period from seven days to just one. It also redefined “small” loans and their attending screening process from 20 million won to 30 million won. If needed, the foundation will send agents out to consult with potential borrowers at their place of business. Its staff is now also working until nine at night.   • This week on Jeju: A to Z, Todd Thacker takes a brief look at the Jeju neighborhood of Tapdong, on the city’s north shore. As we’ll see, it has experienced a recent cultural and financial revival. [Report] Of all the parts of Jeju City familiar to residents and visitors alike, an older area that dominates the city is located on the north coast east of Jeju International Airport and directly north of City Hall. [Slug CG] Tapdong is along Jeju City’s north shore The Tapdong neighborhood of Jeju City has a long history. Jeju Port is a major landmark, serving both Jeju’s substantial ferry and container ship traffic, as well as the thousands of domestic and international cruise ship visitors who arrive daily. In centuries past, Tapdong was the hub of village life and business. As Jeju grew into a full-fledged city, businesses came and went -- many relocating to other areas. In recent years, however, the neighborhood has enjoyed a revival, both financially and culturally. [Slug CG] A central area for shopping, food, and accommodations It is the site of a number of large-scale, brand-name hotels. Mom-and-pop stores mix in with major shopping outlets and an extensive underground shopping mall. And then there are well-established large traditional markets. Dongmun Market, for example, is where the freshest seafood and produce can be found at great prices. [Slug CG] New facilities promoting culture and history Tapdong is also a main venue for the celebrated Tamna Cultural Festival, the Kim Man-deok Memorial Hall and Arario Museum, which have succeeded in accentuating the history and artistic spirit of the area. The open-air Jeju Seaside Concert Hall is also a center for music and dramatic performances.   • Jeju horse auction September 19 40 animals on the block Jeju-bred racehorses will be auctioned off beginning at 1 p.m. next Tuesday at the Korean Thoroughbred Breeders Association’s auction house in Gyorae-ri, Jocheon-eup. 40 animals with official pedigrees as Jeju horses from the Jeju Provincial Livestock Institute will be on the block. All are between the ages of two and three. Anyone may participate in the auction by submitting a prepayment and a purchase application by noon next Tuesday. Last year, 16 of the 35 horses that were put up for auction were sold. The highest price paid for one was 85 million won. '제주마' 공개경매 19일 열려…40마리 상장 '제주마'에 대한 공개경마가 오는 19일 오후 1시 조천읍 교래리 한국경주마생산자협회 경매장에서 열립니다. 이번 경매에는 축산진흥원에 제주마로 등록된 2~3살 경주마 40마리가 상장됩니다. 경매에 참여를 희망하는 경우 선납금과 구매신청서를 경매 당일 낮 12시까지 제출하면 됩니다. 지난해에는 제주마 35마리가 경매에 나와 16마리가 낙찰됐으며 최고가는 8천 500만 원을 기록했습니다.
