Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Discussions on administrative reorganization to begin Provincial officials forming committee to study issue Local officials will begin discussions on how to restructure provincial administration. They will first form a committee in accordance with relevant ordinances. Officials will then appoint on Monday 15 members of the committee. They will be drawn from legal circles, academia, and civic groups. The committee will analyze the administrative system currently in place. Based on the results of that analysis, it will then draw up reorganization recommendations by October. The provincial government will use those recommendations to finalize a plan, and then add it to the next proposed revision of the Jeju Special Law. 행정체제 개편 논의 본격…위원회 구성 제주특별자치도 행정체제 개편 논의가 본격화됩니다. 제주특별자치도는 관련 조례에 따라 행정체제개편위원회를 구성하고 오는 6일, 법조계와 학회, 시민단체 등에서 15명을 위원으로 위촉합니다. 위원회는 올해 10월까지 행정체제 개편 용역을 수행하면서 현행 행정체제의 장단점을 분석하고 개편안을 도출하게 됩니다. 제주도는 용역 결과를 토대로 최종개편안을 만들고 향후 제주특별법에 반영한다는 계획입니다.

  • 11 traffic-related deaths last month Only 4 in January 2015 Nearly a dozen people were killed last month in traffic-related accidents. Provincial police put the death toll at 11. That’s nearly three times the figure from January 2016 which was only four. Eight people were killed the previous two Januarys. About half of the people killed last month were pedestrians. Police place most of the blame in those accidents on careless driving. Police say they will do more to keep unsafe drivers off the road, beef up public awareness about the need to drive safely, and install more safety facilities and equipment. 올들어 교통사고 사망자 11명, 지난해 3배 올들어 사망교통사고가 급증하고 있어 운전자들의 각별한 주의가 요구되고 있습니다. 제주지방경찰청에 따르면 지난한달간 제주도내 교통사고 사망자는 11명에 이르고 있습니다. 이같은 사망자수는 지난해 같은기간 4명에 비하면 3배 가까이, 2014년과 2015년 1월 8명에 비해서도 37% 증가한 것입니다. 특히 지난달 발생한 사망교통사고의 절반가량은 보행자 사고였고, 대부분 운전자의 부주의에 의한 것으로 드러났습니다. 경찰은 앞으로 교통사고를 줄이기 위해 홍보활동과 단속을 강화하는 한편 각종 안전시설물을 확대 설치할 계획입니다.

  • 7% of Jeju City cars not inspected last year Owners fined total of \790m A lot of car owners are facing fines because they have not had their vehicle inspected. The Jeju City municipal administration says that about 97-hundred vehicles that were scheduled for inspections last year didn’t get them. That’s about 7 percent of the nearly 140,000 vehicles registered in the city. Each of those owners has been fined up to 300-thousand won. Altogether, they now owe the city some 790 million won. 자동차 정기검사 7% 미필…과태료 7억 자동차 정기검사를 받지 않아 과태료 처분되는 운전자들이 상당수에 이르는 것으로 나타났습니다. 제주시에 따르면 지난해 자동차 검사 대상차량 13만9천700여 대 가운데 7%인 9천700여 대가 정기검사를 받지 않았습니다. 이들 차량에 부과된 과태료만 7억9천만원에 이릅니다. 유효기간 내에 자동차 검사를 받지 않을 경우 최대 30만원까지 과태료가 부과됩니다.

  • Selected for What? In 2014, the provincial government and the Jeju Tourism Organization selected dozens of island foods, sights, and locations that best represented Jeju. Since then, little has been done with the list, which was compiled with a considerable amount of time and taxpayer money. Kim Min-hoe reports. The Olle trails - a network of sprawling walking courses that cover town and country, and where tourists can catch a glimpse of island life. And Jeju-style buckwheat pancakes. These are the representative items officially selected back in 2014. [slug] Province, JTO designated 42 ‘top Jeju items and scenes’ in 2014 The province and the Jeju Tourism Organization have selected 42 items from 6 categories as being representative of the island. The selection project was designed to make better use of these sights and products when developing tour products and letting the world learn about the island’s designation as one of the New7Wonders of Nature. [slug] Few tangible results from selections But now it has been more than two years since the province made the selections, and some are not in any sort of special use among the tourism industry. Right after the selection, a couple of local travel agencies released tour programs showcasing the selections, but no such programs are running now. In addition, the province has stepped down from some projects derived from the New7Wonders of Nature appointment. No more attempts to use the representative items as tour elements have been made. Thus the selection project has become somewhat pointless. INTERVIEW Provincial government representative The selections included sights, specialties, local foods, and beautiful roads.   • Traditional markets get Chinese interpreters 9 dispatched to Jeju City markets, shopping districts Chinese interpreters are now stationed at traditional markets and shopping districts here in Jeju City. On Wednesday, the city sent out nine Chinese-speaking assistants to five locations, including Dongmun Traditional Market and Baozen Street in Yeon-dong. Most of them are immigrants. They are there to help Chinese visitors shop and to help area merchants sell. Jeju City officials say they will continue to offer this interpretation service to merchants who ask for it. 전통시장에 중국어 통역도우미 배치 중국인 관광객들이 많이 찾는 전통시장과 상점가에 통역 안내 도우미가 배치됩니다. 제주시는 동문재래시장과 칠설로 상점가, 연동 바오젠거리 등 5곳에 중국어 통역 안내 도우미 9명을 배치해 오늘(1일)부터 운영에 들어갔습니다. 이번에 배치된 도우미들은 대부분 이주민들로 중국인 관광객들에게 쇼핑 편의를 제공하고 상인들의 영업 활동을 지원하게 됩니다. 제주시는 통역서비스를 요청하는 상인회에 대해서는 지속적으로 지원하기로 했습니다.

  • Official house values up 18%, highest growth nationwide Average value as of last year: \110m Official house values in Jeju are up 18% - the most in the nation. According to the land ministry, the average growth in value for single-family detached houses across the country last year was 4.75 percent, up 0.6 percentage points over the year before. Jeju houses grew in value by a whopping 18.03 percent over the same period - nearly four times the national average. The highest appraised value for a detached house in Jeju was nearly 1.6 billion won. At the other end of the spectrum was a home valued at only 4.7 million. The average was about 110 million won. 제주 단독주택 공시가격 18% 상승…전국 최고 제주지역 단독주택 공시가격 상승률이 18%로 전국 최고를 기록했습니다. 국토교통부에 따르면 전국 표준단독주택 공시가격 변동률은 4.75%로 전년보다 0.6% 포인트 상승했습니다. 특히 제주지역 단독주택 공시가격 상승률은 18.03%로 전국 평균보다 4배 가까이 높아 전국 최고를 기록했습니다. 제주에서 표준 공시가격이 가장 높은 단독주택은 15억7천만원, 가장 낮은 주택은 473만원으로 평균 가격은 1억 979만원으로 조사됐습니다.

  • Community Chest charity drive sets record Over \4.3b in donations The Jeju office of the Community Chest of Korea set a new record in its annual charity drive. Representatives from the office and the provincial government gathered Wednesday for a ceremony to mark the end of this year’s fundraising initiative. They thanked everyone who contributed and celebrated the new record. Donors gave over 4.3 billion won this year, the most since the Community Chest held its first such drive in 1999. The province asked the Animal and Plant Quarantine Agency to test the virus. Results indicate it is a type that is less likely to cause disease. Provincial authorities have therefore lifted a transport ban on 22 poultry farms within ten kilometers of the habitat that was instituted January 26th. The provincial government says the tally at the end of 2015 was just over 661,000. That’s about 19,000 more people than the year before. For the first time, males now outnumber females on the island by about 5,400. Fortysomethings account for 17.5 percent of the local population - the most for any age group. Those in their 50s account for 15.6 percent, and thirtysomethings account for 13.9 percent. The number of non-Korean residents of the island grew 15 percent over the year to roughly 19,000. That’s three percent of the island’s population. 제주인구 66만 넘어서…1년새 1만9천명 늘어 제주도 인구가 66만명을 넘어섰습니다. 제주특별자치도에 따르면 지난 연말 기준으로 주민등록인구는 66만1천190명으로 재작년에 비해 1만9천여명이 증가했습니다. 남성 인구 증가가 두드러져 여성 인구보다 처음 5천400명 많았습니다. 연령대별로는 40대가 전체의 17.5%로 가장 많고 다음이 50대로 15.6%, 30대 13.9%입니다. 또 외국인이 1만9천여명으로 재작년보다 15% 증가하며 제주도 전체 인구의 3%를 차지했습니다.
