Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • 1. ‘Decisions on Yemeni asylum seekers this month’ Ministry of Justice finishes interviewing hundreds of Yemenis in Jeju National authorities will release their decisions this month regarding hundreds of Yemeni asylum seekers in Jeju. The Ministry of Justice has finished interviewing some 460 of the 480 asylum seekers. Ministry representatives say they may release the results of their assessments as early as mid-October. The justice ministry last month granted humanitarian stay permits to 23 Yemenis, including families with infants and young children as well as pregnant women and teenagers, but it did not grant them refugee status. 법무부, "예맨 난민 인정여부 이달 결정" 제주에 있는 예맨인들의 난민 인정 여부가 이번달안에 판가름 날 전망입니다. 법무부는 현재까지 심사 대상 예맨인 480명 가운데 460여 명에 대한 면접을 완료했고 빠르면 이달 중순쯤 심사 결과가 나올 예정이라고 밝혔습니다. 앞서 법무부는 지난 달 영유아 동반가족과, 임산부와 청소년 등 예맨인 23명에 대해 난민 지위는 부여하지 않았지만 인도적 차원에서 체류 허가를 결정했습니다.

  • Work Set to Begin in Hwabuk
  • The long delayed development of the (화북) Hwabuk Commercial Area is expected to begin next year. A provincial committee has approved a revised plan for the zone. Joseph Kim reports. [slug] Commercial area designated in Hwabuk-dong in 1986 This is a 216,000 square meter parcel of land in (화북동) Hwabuk-dong, Jeju City designated as a commercial area in 1986. There are a few houses scattered around in the fields. [slug] No progress since development approved in 1995 The development of the commercial area was approved in 1995 but no progress has been made over the last 32 years. There have been several attempts to revive the planned development before the project was put back on track this year. [slug] City Planning Committee approves development The province has recently held a meeting of the City Planning Committee and the committee deliberated on and approved the submitted revised plan for the development. The revised plan includes 124,000 square meters of land designated for commercial use. Another 88,000 square meters of land will be used for infrastructure including road construction and 3,400 square meters of land is earmarked for apartment buildings. The commercial area will have commercial facilities, hotels and apartments by 2022. [slug] Jeju City expected to break ground early 2019 Jeju City will soon officially make the development public to choose land developers. It will also appraise the properties on the development site. Groundbreaking is expected to begin in January or February next year. Jeju City is planning to apply a 57 percent loss rate of land. That means an owner of land in the development site will lose 57 percent of his property. In return, he will enjoy the benefits of the development. It will seek public input from area residents on the rate. Yu Hwa-jin / Jeju City dept. of urban development After the land appraisal and plans are finished, we’ll draw up a land substitution plan. Anyone who owns more than 150 square meters of land will be compensated with other land.   • 5. ‘Daejeong-eup waters home to Indo-Pacific bottlenose dolphins’ Researchers first observed them there in 2016 Researchers have confirmed that Indo-Pacific bottlenose dolphins live in the waters off Daejeong-eup, Seogwipo. The Cetacean Research Institute, which is part of the National Institute of Fisheries Science, has found dolphins in that area in each of the 18 surveys of local waters it has conducted over the past three years. Researchers say the dolphins inhabit all coastal waters, but that they only appeared off Daejeong-eup the year before last. The Ministry of Oceans and Fisheries designated the Indo-Pacific bottlenose dolphin as a protected species in 2013. "남방큰돌고래 대정읍 연안 정착·서식" 서귀포시 대정읍 연안에 남방큰돌고래가 정착해 서식하고 있는 것이 확인됐습니다. 해양수산부 국립수산과학원 고래연구센터는 최근 3년동안 제주도 전역에서 18차례 조사를 실시한 결과 서귀포시 대정읍 연안에서 매번 남방큰돌고래를 관찰했습니다. 남방큰돌고래는 제주도 전 연안에 서식하고 있지만 재작년부터 대정읍 연안에 상주하고 있는 것으로 보인다고 설명했습니다. 해양수산부는 지난 2013년 제주도 남방큰돌고래를 '보호대상 해양생물'로 지정했습니다.

  • 4. 8 more autonomous schools named Designations come with more freedom over curriculum, higher budget The provincial education office has designated more autonomous schools on the island. Six elementary schools, including those in Namwon and (도순) Dosun, have been added to the list, as have Jocheon and Hyodon Middle Schools. There are now 28 autonomous schools on the island. Institutions designated as such are allowed more leeway to develop their own creative curriculum over a period of four years. Their budget is also increased by over 100 million won, and more administrative staff are assigned to them. 제주형 자율학교 8개교 신규 지정 제주도교육청이 제주형 자율학교를 추가 지정했습니다. 이번에 새롭게 지정된 자율학교는 남원초와 도순초 등 초등학교 6군데와 조천중과 효돈중 등 중학교 2군뎁니다. 현재 모두 28군데 학교가 제주형 자율학교로 운영중입니다. 제주형 자율학교로 지정되면 4년 동안 창의적인 교육과정을 운영하며 1억원 이상의 예산과 교무행정 지원인력이 배치됩니다.

  • 3. School zone safety inspections 15 accidents in the zones so far in 2018, already more than last year Local officials plan to conduct safety inspections of the island’s school zones. The provincial government and the Jeju branch of the Road Traffic Authority are teaming up for the work. They will select 32 school zones for the inspections among the roughly 320 on the island. Among other things, inspectors will be checking to make sure that school zone and speed limit signs are installed, that guardrails are set up around the routes children usually take to school, and that other barriers are installed to keep vehicles off walkways. 15 traffic accidents have occurred in school zones so far this year. That’s already more than the 14 recorded in all of last year. 어린이보호구역 교통시설 안전 감찰 제주특별자치도가 어린이보호구역 내 교통안전시설물에 대한 안전감찰에 나섭니다. 이를 위해 도내 320여군데 어린이 보호구역 가운데 32개소를 표본으로 선별해 도로교통공단 제주지부와 공동으로 점검합니다. 중점 점검내용은 안내표지판과 속도제한표지판의 적정 설치 여부, 통학로의 방호울타리 적정설치, 장애물 설치 여부 등입니다. 올들어 지금까지 어린이 보호구역에서 교통사고 발생건수는 15건으로 지난한해 14건을 이미 넘어섰습니다.

New banking institutions sought to hold provincial funding Nonghyup currently holds general account, Jeju Bank has special account The provincial government has announced that it will select new banking institutions to hold provincial funding. Local officials will accept applications on October 25th and 26th. A special committee will then review the submissions and choose two institutions, which will be used from 2019 through the end of 2021. The first of those two will be used to hold the island’s general account, the second will be in charge of the special account. Nonghyup currently holds the general account, which was some 4.18 trillion won this year. That’s three times higher than the 1.4 trillion won special account, which is being held by Jeju Bank. 내년부터 3년간 제주도 금고 지정 공고 제주특별자치도가 내년부터 오는 2021년까지의 제주도 금고 지정을 위한 공고를 냈습니다. 접수는 10월 25일부터 이틀간이며, 10월 말쯤 제주도금고지정심의위원회의 심의를 거쳐 지정됩니다. 1순위 금융기관은 내년부터 오는 2021년까지 3년간 일반회계 금고로, 2순위는 특별회계 금고로 지정돼 운영됩니다. 현재 제1금고는 농협이, 제2금고는 제주은행이 맡고 있으며 올해를 기준으로 일반회계는 4조 1천 800억원, 특별회계와 기금은 1조 4천억원으로 3배 정도의 차이를 보이고 있습니다.

  • 1. Jeju City’s GRDP double Seogwipo’s Per capita GRDP higher in Seogwipo Jeju City’s gross regional domestic product is double that of Seogwipo. The provincial government says the island’s GRDP in 2016 was 16.98 trillion won. 69.8 percent of that, or 11.8 trillion won, came from Jeju City. Seogwipo accounted for the remaining 5.1 trillion. Compared to the previous year, Jeju City’s economic growth rate was 8.3 percent, while that of Seogwipo was 4.9 percent. On the other hand, Seogwipo’s per capita GRDP was 31 million won, far outstripping Jeju City’s 26 million. 제주시 지역내 총생산, 서귀포 2배 제주시지역의 총생산 규모가 서귀포시보다 2배 가량 많은 것으로 추산됐습니다. 제주특별자치도에 따르면 2016년 기준 지역내 총생산 추계는 16조 9,800억원으로 이 가운데 제주시가 69.8%인 11조 8천억원, 서귀포시가 30.2%인 5조 1천억원으로 나타났습니다. 전년과 비교했을 때 제주시의 경제성장률은 8.3%, 서귀포시는 4.9%로 분석됐습니다. 반면 1인당 지역내 총생산은 서귀포시가 3천100만원으로 제주시 2천600만원 보다 높은 것으로 추계됐습니다.

  • 5. Jeju has most abandoned pets in its administrative class Nearly 20,000 over past 6 years Among all similar administrative regions in the country, Jeju has the most abandoned pets. According to independent (손금주) Son Geum-joo, a member of the National Assembly Agricultural and Fisheries Committee, 517,407 animals have been abandoned in the nation over the past six years. At the metropolitan level, Gyeonggi-do had the most at 122,407. Next in line were Seoul, Busan, Gyeongnam, and Incheon, in that order. At the primary local government level, Jeju had the most at 19,193. Changwon, Gyeongsangnam-do and Pyeongtaek, Gyeonggi-do followed. 제주, 유기동물 기초자치단체 中 '최다' 제주도가 유기된 반려동물이 기초자치단체 가운데 가장 많은 것으로 조사됐습니다. 국회 농림축산식품해양수산위원회 무소속 손금주 의원에 따르면 최근 6년간 유기된 반려 동물은 모두 51만7천407마리로 나타났습니다. 광역자치단체별로는 경기도가 12만2천407마리로 가장 많았고 서울과 부산, 그리고 경남과 인천 순이었습니다. 기초자치단체별로는 제주도가 만9천193마리로 가장 많았고 경남 창원시와 경기 평택시가 그 뒤를 이었습니다.

  • 4. Crackdown on drivers in bus lanes Fines of up to \60,000 begin with 3rd violation Authorities will start cracking down October 10th on motorists who use bus lanes inappropriately. The provincial government says it has gained the authority to restrict vehicle operation through the Jeju Special Law. Authorities will be focusing on central bus lanes, as well as those on the side of the road. First time offenders will be given guidance on the new rules. They will receive a warning the second time, and drivers will face fines of up to 60,000 won beginning with the third violation. Between January and August, an average of 176 vehicles per day violated the rules. 10월 10일부터 대중교통 우선차로 단속 그동안 여러차례 번복됐었던 대중교통 우선차로 단속이 10월 10일부터 실시됩니다. 제주특별자치도는 자동차 운행 제한 권한을 제주특별법으로 이양받게 되면서 10월 10일부터 위반 차량을 단속한다고 밝혔습니다. 단속 구간은 버스 중앙차로와 가로변 차로로 1차 위반은 계도, 2차는 경고, 세차례 연속 적발부터 최대 6만 원의 과태료가 부과됩니다. 한편 지난 1월 8개월 동안 우선차로제 시범 단속 결과 하루 평균 176대의 위반 차량이 적발됐습니다.
